ชุมชนเข้มแข็งกับการจัดการความขัดแย้งด้านอุตสาหกรรมในชุมชนคลองท่าฉาง สุราษฎร์ธานี

บทคัดย่อ
บทความวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาบทบาทของทุนทางสังคมในการจัดการทรัพยากรธรรมชาติอย่างยั่งยืนในชุมชนคลองท่าฉาง อำเภอท่าฉาง จังหวัดสุราษฎร์ธานี วิเคราะห์ความสัมพันธ์และความร่วมมือระหว่างชุมชนกับภาคอุตสาหกรรม รวมถึงศึกษากลไกในการแก้ไขปัญหาความขัดแย้งด้านสิ่งแวดล้อม การวิจัยใช้ระเบียบวิธีวิจัยเชิงคุณภาพ โดยเก็บข้อมูลผ่านการสัมภาษณ์ เชิงลึก การสนทนากลุ่ม และการสังเกตการณ์ในพื้นที่ ผลการวิจัยพบว่า ทุนทางสังคมในพื้นที่มีบทบาทสำคัญในการสร้างเครือข่ายความร่วมมือ การรวมพลังของชุมชน และการเสริมสร้างความเข้มแข็งในกลุ่ม โดยชุมชนได้จัดตั้งคณะกรรมการพิทักษ์สิ่งแวดล้อมเพื่อจัดการทรัพยากรธรรมชาติและลดผลกระทบจากโรงงานอุตสาหกรรม ความสัมพันธ์ระหว่างชุมชนและโรงงานมีทั้งเชิงบวกและเชิงลบ ด้านบวก โรงงานสนับสนุนกิจกรรมชุมชน เช่น การแจกถุงยังชีพในช่วงวิกฤตโควิด-19 และการจ้างงานคนในพื้นที่ ด้านลบ ชุมชนเผชิญปัญหามลพิษทางน้ำและเสียงจากการดำเนินงานของโรงงาน ซึ่งก่อให้เกิดความเคลือบแคลงใจในกระบวนการดำเนินงานของโรงงาน กลไกการแก้ไขปัญหาความขัดแย้งได้แก่ การสร้างพื้นที่แลกเปลี่ยนความคิดเห็น การประชุมร่วมระหว่างชุมชน โรงงาน และหน่วยงานรัฐ และการส่งเสริมกิจกรรมอนุรักษ์ เช่น การปลูกป่าและปล่อยพันธุ์ปลา การมีส่วนร่วมและการสื่อสารอย่างต่อเนื่องช่วยลดความขัดแย้งและเพิ่มความไว้วางใจ การศึกษานี้ชี้ให้เห็นว่าการบูรณาการทุนทางสังคม ความร่วมมือระหว่างกลุ่มผู้มีส่วนได้เสีย และการสนับสนุนจากหน่วยงานรัฐเป็นปัจจัยสำคัญในการจัดการทรัพยากรธรรมชาติอย่างยั่งยืนในชุมชนคลองท่าฉาง พร้อมทั้งเสนอแนวทางเสริมสร้างความร่วมมือระหว่างภาคส่วนเพื่อพัฒนาชุมชนอย่างสมดุลและยั่งยืน
