Abstract
Japanese Parliamentary Debate on Settlement of Japan-Thai “Special Yen Problem”

This study focuses on negotiations between Japan and Thailand to resolve “Special Yen Problem” which was one of the serious obstacles in the Japan-Thai relationship, and examine why Prime Minister Hayato Ikeda decided to make a concession to Thailand by endorsing the settlement of Japan-Thai Special Yen Problem in the parliamentary debate, in the debate, PM Ikeda justified the concession. His argument can be summarized into two accounts (1) Trade imbalance might let Thailand impose an economic sanction on Japan, and (2) the negotiations were not successful in reducing the payment. The opposition parties argued that there was a hidden agenda which was to support Thailand against communism. It is more reliable than Japanese government’s considering the political context of the Cold War.
