บทคัดย่อ
บทความวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาความโปร่งใสในการดำเนินงานของกองทุนพัฒนาบทบาทสตรี กรณีศึกษากลุ่มอาชีพ ตำบลวังพิณพาทย์ อำเภอสวรรคโลก จังหวัดสุโขทัย และเสนอแนวทางเสริมสร้างธรรมาภิบาลในการบริหารกองทุน โดยใช้การวิจัยเชิงคุณภาพ รวบรวมข้อมูลจากเอกสารและการสัมภาษณ์เชิงลึกแบบกึ่งโครงสร้างจากผู้ให้ข้อมูลสำคัญจำนวน 10 คน วิเคราะห์ข้อมูลด้วยการวิเคราะห์เชิงเนื้อหา ภายใต้องค์ประกอบหลักธรรมาภิบาลของสำนักงานคณะกรรมการข้าราชการพลเรือนประกอบด้วยหลักนิติธรรม คุณธรรม ความโปร่งใส ความรับผิดชอบ ความคุ้มค่า และการมีส่วนร่วม ผลการวิจัยพบว่า กองทุนมีความโปร่งใสในระดับสูงและความโปร่งใสในเชิงชุมชน โดยมีกลไกการเปิดเผยข้อมูลทางการเงิน การประชุมชี้แจง และการตรวจสอบจากหน่วยงานภายนอก ซึ่งช่วยสร้างความเชื่อมั่นแก่สมาชิก ปัญหาหลักคือ การขาดระบบตรวจสอบภายในที่เข้มแข็งและการพึ่งพาความสัมพันธ์เชิงชุมชนที่มากเกินไป ดังนั้น ควรพัฒนาระบบธรรมาภิบาลผ่านการปรับปรุงกฎระเบียบ การเสริมสร้างกลไกตรวจสอบ และการเปิดเผยข้อมูลสู่สาธารณะอย่างเป็นระบบ เพื่อให้การบริหารกองทุนมีความโปร่งใสและยั่งยืน
