Guideline for Helping the People of Local Government

Abstract

     This academic article aims to study the guidelines for helping people in local administrative organizations in terms of helping people in disasters, promoting and developing quality of life, and preventing and controlling infectious diseases by using a document synthesis method. The study results found that 1) in terms of helping people in disasters, there are problems and limitations during crises. There is no public warning system, a lack of disaster risk assessment, and unsystematic factors and work environments. There is also a shortage of tools and equipment to help people. Therefore, it should be prepared to face crises, have knowledge, have principles of foresight, drive by considering risks, coordinate and cooperate between agencies, prepare equipment and facilities, and use information technology in disaster management. There should be coordination and cooperation between agencies, preparation of equipment and facilities, and use of information technology in disaster management. 2) In terms of helping people to promote and develop their quality of life, there are problems and limitations in organizing various activities, such as people lacking income and informal debt, which makes it difficult to develop careers.  Therefore, it is necessary to promote and develop the quality of life so that people have stability in their lives, such as providing health services, developing educational approaches, providing housing assistance services for people, and promoting people's employment and income. 3) In terms of helping people in the prevention and control of infectious diseases, there are problems and limitations in people's health being affected. They have increased risky behaviors for disease, a lack of clear guidelines for disease prevention and control appropriate to the context of the area. There are not enough personnel to work in public health. Therefore, health management and promotion should be carried out, and disease prevention and control should be carried out. The health of the people in the area must be taken care of, and disease prevention and control operations must be carried out efficiently so that the people can gain the greatest benefit.
