แนวทางปฏิบัติในการช่วยเหลือประชาชนขององค์กรปกครองส่วนท้องถิ่น

บทคัดย่อ
บทความวิชาการนี้ มีวัตถุประสงค์เพื่อศึกษาแนวทางปฏิบัติในการช่วยเหลือประชาชนขององค์กรปกครองส่วนท้องถิ่นด้านการช่วยเหลือประชาชนด้านสาธารณภัย ด้านส่งเสริมและพัฒนาคุณภาพชีวิต และ ด้านการป้องกัน และควบคุมโรคติดต่อ โดยใช้วิธีการสังเคราะห์เชิงเอกสาร ผลการศึกษาพบว่า 1) ด้านการช่วยเหลือประชาชนด้านสาธารณภัย มีปัญหาและข้อจำกัดในช่วงภาวะวิกฤต ไม่มีระบบแจ้งเตือนประชาชน ขาดการประเมินความเสี่ยงจากสาธารณภัย ปัจจัยและสภาพแวดล้อมในการปฏิบัติงานยังไม่เป็นระบบขาดแคลนเครื่องมือและอุปกรณ์ในการช่วยเหลือประชาชน ควรเตรียมพร้อมสำหรับเผชิญภาวะวิกฤติ มีความรอบรู้ มีหลักการคาดการณ์ล่วงหน้า ขับเคลื่อนด้วยการคำนึงถึงความเสี่ยง การประสานงานและความร่วมมือระหว่างหน่วยงาน จัดเตรียมความพร้อมอุปกรณ์และสิ่งอำนวยความสะดวก และการใช้เทคโนโลยีสารสนเทศในการจัดการภัยพิบัติ 2) ด้านการช่วยเหลือประชาชนด้านส่งเสริมและพัฒนาคุณภาพชีวิต มีปัญหาข้อจำกัดในการจัดกิจกรรมต่าง ๆ ประชาชนขาดรายได้ หนี้นอกระบบทำให้เกิดความยากลำบากต่อพัฒนาอาชีพควรส่งเสริมพัฒนาคุณภาพชีวิตให้ประชาชนมีความมั่นคงในชีวิต จัดบริการสุขภาพอนามัย พัฒนาแนวทางการศึกษา จัดบริการสงเคราะห์ที่อยู่อาศัยให้แก่ประชาชน ส่งเสริมการมีงานทำและมีรายได้ของประชาชน และ 3) ด้านการช่วยเหลือประชาชนด้านการป้องกัน และควบคุม โรคติดต่อ มีปัญหาข้อจำกัดของประชาชนได้รับผลกระทบต่อสุขภาพ มีพฤติกรรมเสี่ยงต่อการเกิดโรคเพิ่มมากขึ้น ขาดแนวทางการปฏิบัติงานที่ชัดเจนในการป้องกัน และควบคุมโรคที่เหมาะสมกับบริบทของพื้นที่ บุคลากรไม่เพียงพอในการปฏิบัติงานด้านสาธารณสุข ควรบริหารจัดการและส่งเสริมสุขภาพ ป้องกัน และควบคุมโรค ดูแลสุขภาพของประชาชนในพื้นที่ ขับเคลื่อนการดําเนินงานป้องกันและควบคุมโรคให้เป็นไปอย่างมีประสิทธิภาพให้ประชาชนได้ประโยชน์สูงสุด
