ปัจจัยที่ส่งผลต่อการนำหลักคุณธรรมและความโปร่งใสมาใช้ในการปฏิบัติงานพัสดุ สำนักงานสาธารณสุขจังหวัดชุมพร Factors that influence/affect the Supplies Section, The Office of Chumphon Provincial Public Health, when using the integrity and transparency practice

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) เพื่อศึกษาปัจจัยที่ส่งผลต่อการนำหลักคุณธรรมและความโปร่งใสมาใช้ในการปฏิบัติงานพัสดุสำนักงานสาธารณสุขจังหวัดชุมพร 2) เพื่อหาแนวทางพัฒนาปัจจัยที่ส่งผลต่อการนำหลักคุณธรรมและความโปร่งใสมาใช้ในการปฏิบัติงานพัสดุสำนักงานสาธารณสุขจังหวัดชุมพร กลุ่มตัวอย่าง ได้แก่ ผู้บริหาร เจ้าหน้าที่ผู้ปฏิบัติงาน และทำการศึกษาโดยสุ่มแบบชั้นภูมิ (Stratified Random Sampling) สำหรับกลุ่มตัวอย่างที่ใช้ในการสนทนากลุ่ม (Focus Group Discussion) โดยวิธีการเลือกแบบเจาะจง (Purposive Sampling) เครื่องมือที่ใช้เป็น แบบสอบถาม มีค่าจำแนกรายข้อและค่าความเชื่อมั่นทั้งฉบับ และเทคนิคการสนทนากลุ่มมิติที่ใช้ในการวิเคราะห์ข้อมูล

ผลการวิจัยปรากฏดังนี้

1. ปัจจัยที่ส่งผลต่อการนำหลักคุณธรรมและความโปร่งใสมาใช้ในการปฏิบัติงานพัสดุสำนักงานสาธารณสุขจังหวัดชุมพรโดยรวมและรายด้านอยู่ในระดับมาก โดยเรียงลำดับค่าเฉลี่ยจากมากไปหาน้อยคือ ปัจจัยด้านวัฒนธรรมองค์กร ปัจจัยด้านกลยุทธ์ขององค์กร ปัจจัยด้านโครงสร้างองค์กร ปัจจัยด้านโครงสร้างองค์การและปัจจัยด้านผู้บริหาร

2. เพื่อหาแนวทางพัฒนาปัจจัยที่ส่งผลต่อการนำหลักคุณธรรมและความโปร่งใสมาใช้ในการปฏิบัติงานพัสดุสำนักงานสาธารณสุขจังหวัดชุมพรโดยเรียงลำดับค่าเฉลี่ยจากมากไปหาน้อยคือหลักความรับผิดชอบ หลักความคุ้มค่า หลักนิติธรรมความโปร่งใส หลักคุณธรรม และหลักความมีส่วนร่วม

The purposes to this research are for; 1) To study factors that influence/affect the Supplies Section operation ability, The Office of Chumphon Provincial Public Health, operation ability. 2) To find different solutions as to develop factors that influence/affect the Supplies Section Operation abilities, The Office of Chumphon Provincial Public Health. Samples are administrator and officers. Studying by using the Stratified Random Sampling together with Group Focus Discussion by using the Purposive Sampling. Tool used; questionnaire, which contains both, the individual discrimination value and the reliability, as well as its group discussion dimensional technique for data analysis. 

         Result to the research are;

          1. Factors that influence/affect the Supplies Section operation ability, The Office of Chumphon Provincial Public Health, when bring in the integrity and transparency practice into use is considered much high. The means sequence is shown from the most to the least. These factors are; the organization culture, the organization strategy, the organization structure and the administrator factor.

          2. To find out solutions as to develop factors that influence/affect the Supplies Section operation ability, The Office of Chumphon Provincial Public Health, when bring in the integrity and the transparency practice into use, the means sequencing is shown from the most to the least, are as; responsibility, worthiness, rule of law, transparency, integrity and participation.
