การรับรู้ และการปรับตัวขององค์การบริหารส่วนตำบล (อบต.) ในจังหวัดนครศรีธรรมราช ต่อการเข้าสู่ประชาคมเศรษฐกิจอาเซียน (AEC) ในปี พ.ศ. 2558

Abstract

การวิจัยครั้งนี้มุ่งศึกษา (1) แหล่งการรับรู้ และระดับของการรับรู้ของผู้บริหารหลักขององค์การ บริหารส่วนตำบล (อบต.) ในจังหวัดนครศรีธรรมราช ต่อการเข้าสู่ประชาคมเศรษฐกิจอาเซียน (AEC) ในปี พ.ศ.2558 (2) รูปแบบการปรับตัวของ อบต. ในจังหวัดนครศรีธรรมราช ต่อการเข้าสู่ประชาคมเศรษฐกิจ อาเซียน (AEC) ในปี พ.ศ.2558 และ (3) ปัญหาอุปสรรคของ อบต. ในจังหวัดนครศรีธรรมราช ต่อการเข้าสู่ ประชาคมเศรษฐกิจอาเซียน (AEC) ในปี พ.ศ.2558 ตลอดจนศึกษาข้อเสนอแนะและแนวทางในการดำเนิน การเกี่ยวกับการเข้าสู่ประชาคมเศรษฐกิจอาเซียนในปี 2558 ของ อบต. ในจังหวัดนครศรีธรรมราช โดยเป็น การวิจัยแบบผสมผสานเชิงปริมาณและคุณภาพ เชิงสำรวจ (Survey Research) และ การวิจัยภาคสนาม กลุ่มตัวอย่างที่ใช้จำนวน 150 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถาม แบบสัมภาษณ์ และวิเคราะห์ข้อมูลโดยหาค่าร้อยละ (Percentage) ค่าเฉลี่ย (Mean) และค่าเบี่ยงเบนมาตรฐาน (Standard Deviation) และวิเคราะห์ข้อมูลตามวัตถุประสงค์ในเชิงพรรณนาวิเคราะห์

ผลการวิจัย พบว่า กลุ่มตัวอย่างทุกคนรู้ว่าประเทศไทยจะมีการเข้าสู่ประชาคมเศรษฐกิจอาเซียน (AEC) ในปี พ.ศ.2558 แต่มีระดับความรู้น้อยและมากตามลำดับ โดยรับรู้ผ่านอินเตอร์เน็ต มากที่สุด รองลงมา รับรู้จากเพื่อน จากหนังสือพิมพ์ จากนักวิชาการ และ รับรู้ผ่านโทรทัศน์น้อยที่สุด ตามลำดับ ส่วนใหญ่เห็น ว่าการเข้าสู่ประชาคมเศรษฐกิจอาเซียน (AEC) นั้นมีผลกระทบต่อ อบต.ในระดับปานกลาง รองลงมาระบุว่าดี และดีมาก ตามลำดับ ส่วนด้านความพร้อมของ อบต.ต่อการเข้าสู่ AEC พบว่า กลุ่มตัวอย่างส่วนใหญ่ระบุว่า อบต. มีความพร้อม รองลงมาคือไม่พร้อม โดยระบุว่าในความพร้อมรายด้านนั้น เนื่องจาก อบต. ได้บรรจุ โครงการ/แผนงานการเตรียมความพร้อม รองลงมา คือ บุคลากรมีความรู้พื้นฐานและทราบถึงผลกระทบด้าน บวกและด้านลบ บุคลากรมีความตระหนักรู้ในการเข้าสู่ประชาคมเศรษฐกิจอาเซียน (AEC) ตามลำดับส่วน ประเด็นการปรับตัวต่อการเข้าสู่ประชาคมเศรษฐกิจอาเซียน (AEC) ในปี 2558 ของ อบต.ในจังหวัด 4 ด้าน กล่าวคือ มีนโยบายด้านเศรษฐกิจ ด้านสังคม ด้านการเมือง ด้านการศึกษา และ ด้านโครงสร้างพื้นฐาน

สำหรับประเด็นปัญหาอุปสรรค พบว่า มีทั้งปัญหาอุปสรรคทั้งด้านบุคลากร ด้านงบประมาณ ด้าน เครื่องมืออุปกรณ์ และด้านด้านนโยบายและการบริหาร

สำหรับข้อเสนอแนะ ระบุว่า ควรมีการส่งเสริมให้ความรู้ทุกมิติ รวมถึงข้อดีข้อเสียที่ท้องถิ่น ควรมี การสนับสนุนให้ดำเนินการเกี่ยวกับการเตรียมความพร้อม ควรสนับสนุนเครื่องมืออุปกรณ์โดยเฉพาะเครื่อง มือทางด้านเทคโนโลยีที่เหมาะสม และทันสมัย ควรดำเนินการสร้างความเข้าใจ และควรมีนโยบายทิศทาง การบริหารในเรื่องการเข้าสู่ประชาคมเศรษฐกิจอาเซียนทั้งระบบ และต้องมีการสนับสนุนในการส่งเสริมให้ ประชาชนมีความพร้อมให้กับประชาชนในทุกมิต

Recognition and Adaptation of the Sub-District Administration Organization (SAO) in Nakhon Si Thammarat Toward Entering to  ASEAN Economic Community (AEC) in 2015

The objectives of study are (1) focused on the cognitional sources and the level of recognitions in the leaders of the Sub-district Administration Organization (SAO) in Nakhon Si Thammarat into the ASEAN Economic Community (AEC) in 2015 (2) the forms of SAO in Nakhon Si Thammarat into the ASEAN Economic Community (AEC) in 2015 and (3) the problems of SAO in Nakhon Si Thammarat into the ASEAN Economic Community (AEC) in 2015 including suggestions and directions about AEC in 2015. The methodologies of research were thes combination of quantity and quality, survey research and fields. The tools of data collection were questionnaires, interviews the data were analyzed by percentage, mean and standard deviation and descriptive analysis in 150 people of the sample group.

The results showed that all the samples know that Thailand will have to enter to the ASEAN Economic Community (AEC) in 2015, but some of them know a little from the Internet and other information from by friends, and other from newspaper, academician and least in television. Moreover, most people concerned with the impact of the ASEAN Economic Community (AEC) thai were moderate, good and the best, respectively. Availability of SAO to AEC, most samples indicated that it was ready and not ready, respectively because SAO has packed project / program preparation and personnel with basic knowledge and know the positive and negative effects, personnel were aware of the AEC, respectively. The issues of adaptation of SAO to AEC in 2015 found that the adaptation in the policy of economy social polity education and infrastructure.

For discussion of the problems, was found the problems of personnel, budget, equipment and policy and administration. For the suggestions, there should be an encarage to educate all dimensions which include local pros and cons that should be encouraged to carry on with the preparation and should support equipment-specific in appropriate and modern technology. We should continue to build understanding and have policies and direction of the management in the AEC system and need to be support people to be ready for the public in all dimensions
