การพัฒนาคุณภาพโรงเรียนขนาดเล็กด้วยระบบประกันคุณภาพภายใน

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) เพื่อศึกษาสภาพและปัญหาการประกันคุณภาพภายในสถาน ศึกษาโรงเรียนขนาดเล็ก 2) เพื่อพัฒนารูปแบบการประกันคุณภาพภายในสถานศึกษาโรงเรียนขนาดเล็ก 3) เพื่อ ประเมินผลการใช้รูปแบบ การพัฒนารูปแบบการประกันคุณภาพภายในสถานศึกษาโรงเรียนขนาดเล็ก ประชากร เป็นโรงเรียนขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครศรีธรรมราช เขต 4 จำนวน 140 คน ประกอบด้วยผู้บริหารสถานศึกษา จำนวน 70 คน ครูที่เป็นหัวหน้างานหรือที่รับผิดชอบงานประกันคุณภาพ ภายในสถานศึกษา จำนวน 70 คน เครื่องมื อที่ใช้ ในการวิจัย คือ แบบสอบถามแบบวิเคราะห์เอกสาร แบบสัมภาษณ์ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐานและการวิเคราะห์เอกสาร

ผลการวิจัย พบว่า 1) ด้านสภาพการดำเนินโดยรวมอยู่ระดับมาก ( = 3.60) และ สภาพปัญหาการ ดำเนินงานอยู่ในระดับน้อย ( = 2.45) และปัญหา การจัดทำรายงานประจำปีที่เป็นรายงานประเมินคุณภาพ คุณภาพภายใน มีค่าเฉลี่ยอยู่ในระดั บมากที่ สุด (3.71) การกำหนดมาตรฐานการศึกษาของสถานศึกษา มีค่าเฉลี่ยอยู่ในระดับน้อยที่สุด (3.50) และจาการศึกษาเอกสาร วิเคราะห์เอกสารพบว่า การดำเนินการไม่เป็นระบบ ไม่สอดคล้องกัน และบุคลากรมีส่วนร่วมในการดำเนินการน้อย 2) การพัฒนารูปแบบการประกันคุณภาพภายใน สถานศึกษาโรงเรียนขนาดเล็ก พบว่า การบูรณาการระหว่างหลักเกณฑ์การประกันคุณภาพภายในสถานศึกษา กับภารกิจงานตามกฎหมายของสถานศึกษาทั้ง 4 งานโดยจัดทำเป็นคู่มือในการดำเนินงานประกันคุณภาพ ภายในสถานศึกษาโรงเรียนขนาดเล็ก สถานศึกษาก็สามารถดำเนินการได้อย่างเป็นระบบ 3) การประเมินผล การใช้รูปแบบ การพัฒนารูปแบบการประกันคุณภาพภายในสถานศึกษาโรงเรียนขนาดเล็กพบว่า สถานศึกษา ที่ใช้รูปแบบสามารถดำเนินการได้อย่างเป็นระบบและผ่านการประเมิน ซึ่งผู้ใช้รูปแบบ และผู้ประเมินรูปแบบ ได้สรุปผลการประเมินสอดคล้องกันว่า สามารถรูปแบบดังกล่าวในการดำเนินการได้ดี

The Small School Development With Internal Quality Assurance System.

This research’s objective is as followed: 1) To study the current conditions and problems of quality standard within small schools institution. 2) To develop a model of quality assuarance within small schools institutions 3) To evaluate the model of quality assurance within small schools institution.

The results had shown that the annual report of quality assurance within the facilities have the highest average of 3.71, quality assurance according to the standard of education institution 3.65 which is considered high, and creating a standard for educational institution’s average is lowest at 3.50. In regard to administrative problems, in the category of developing continuous educational standard the average is highest with 2.57, in the category of following the developmental model of educational institution is rank high at 2.56, and in the category of arrangment of institutions meeting the standard of educational institution is lowest at 2.39.

From examining related documents and interviews with directors of various institutions, it is found that teachers whom responsible for internal quality assurance did not properly followed the protocol; the protocols were ignored, and dissociated. In order to develop a model for quality assurance within educational institution, first a manual for process of quality assurance within jurisdiction of small school was developed. This was done by using the standard of quality assurance and utilized to match the scope of 4 legalentities of the school, and enactment of school structure and lesson plans to match internal quality assurance.

This manual will be effective for internal quality assurance in small school institution because the evaluation of the model and the development of the model had passed evalu­ation by group discussion, and formal evaluation. The final result is efficient and effective.
