บทคัดย่อ
บทความนี้มุ่งวิเคราะห์บทบาทของนโยบายเกษตรและอาหาร ภายใต้แผนพัฒนาเศรษฐกิจและสังคมแห่งชาติ ฉบับที่ 8 – ฉบับที่ 12 โดยใช้กรอบอำนาจบนจาน เพื่อทำความเข้าใจว่าอาหารมิได้เป็นเพียงประเด็นเศรษฐกิจ แต่เป็นพื้นที่ ทางการเมืองที่สะท้อนการต่อรองเชิงอำนาจระหว่างรัฐ ทุน และภาคประชาชน ผ่านการวิเคราะห์เอกสารและนโยบาย ผลการศึกษาพบว่า (1) มิติทางโครงสร้างรัฐใช้นโยบายเกี่ยวกับที่ดิน น้ำ เมล็ดพันธุ์ และสินเชื่อ เป็นกลไกควบคุมการเข้าถึงทรัพยากร ส่งผลให้เกษตรกรรายย่อยต้องพึ่งพิงรัฐและมีอำนาจต่อรองจำกัด ภายใต้ภาระหนี้สินและที่ดินทำกินที่ลดลง (2) มิติด้านเครื่องมือมาตรการด้านราคาและรายได้ โครงการรับจำนำ ประกันรายได้ และพักหนี้ มีบทบาทลดความเสี่ยงระยะสั้น พร้อมกับทำหน้าที่สร้างทุนทางการเมืองและเชื่อมโยงฐานเสียงชนบทกับรัฐบาล (3) มิติทางสถาบัน มาตรฐานการผลิต การรับรองคุณภาพ (GAP/ Q-GAP/ GMP) สัญญาเกษตรและกลไกราชการกลายเป็นด่านสถาบันที่เอื้อประโยชน์แก่ทุนขนาดใหญ่ ขณะที่เกษตรกรรายย่อยถูกลดทอนให้เป็นเพียงผู้ปฏิบัติตาม บทความนี้จึงสะท้อนให้เห็นว่านโยบายเกษตรของไทย ยังคงรวมศูนย์การตัดสินใจขึ้นอยู่กับรัฐและกลุ่มทุน พร้อมทั้งเสนอให้เกษตรกรลดการพึ่งพิงเชิงโครงสร้างและสร้างสมดุลเชิงอำนาจ ในระบบอาหาร เพื่อสร้างความมั่นคงและความยั่งยืนให้กับระบบเกษตรและอาหารไทย จำเป็นต้องคุ้มครองสิทธิในการเข้าถึงทรัพยากรของเกษตรกร กระจายอำนาจการกำกับดูแลสู่ท้องถิ่น และพัฒนากลไกเชื่อมโยงผู้ผลิตกับผู้บริโภคอย่างเป็นธรรม
