เงื่อนไขที่ทำให้เกิดปฏิบัติการสร้างอำนาจโดยการใช้ปืนเถื่อนของกลุ่มคนในท้องถิ่นหนึ่งบริเวณเชิงเขาบรรทัด

บทคัดย่อ

การใช้ปืนเถื่อนสร้างอำนาจของกลุ่มคนในท้องถิ่นแห่งหนึ่งบริเวณเชิงเขาบรรทัด พบมาตั้งแต่อดีตจนถึงปัจจุบัน เนื่องจากเงื่อนไข 3 ประการที่สอดคล้องกันพอดี คือ สภาพเชิงโครงสร้างของสังคม การมีปืนที่สอดคล้องกับยุคสมัย และความรู้สึกนึกคิดของผู้คน กล่าวคือสังคมชนบทแต่เดิมที่เป็นสังคมที่อยู่ไกลอำนาจรัฐ ชาวบ้านมีความจำเป็นต้องหาวิธีการปกครองกันเอง โดยการจัดการความสัมพันธ์เชิงอำนาจระหว่างกลุ่มคนผ่านความสัมพันธ์แบบเครือข่าย การเลือกมีปืนปฏิบัติการขึ้นอยู่กับความจำเป็นหลัก คือ ใช้ในเชิงป้องกันอันตรายที่เขาเผชิญอยู่ การใช้ปืนเป็นลักษณะหมุนเวียนกันในเครือข่ายด้วยความไว้วางใจที่มีต่อกัน เมื่อโครงสร้างเปลี่ยนแปลงไป คือการสู้รบระหว่างกองกำลังคอมมิวนิสต์กับฝ่ายรัฐบาล เป็นผลให้ชาวบ้านขาดความมั่นคงปลอดภัยในชีวิตและทรัพย์สิน จึงต้องใช้ปืนที่เข้ามาในพื้นที่นี้จำนวนมากเพื่อสร้างความมั่นคงกันเอง หลังจากนั้นก็มีนโยบายเชิงสังคมและเศรษฐกิจเข้าถึงพื้นที่ ทำให้คนบางกลุ่มได้แก่ผู้ปกครองท้องถิ่นและผู้มีอิทธิพลในทางเป็นนักเลง รวมถึงอดีต ผกค.ด้วยใช้อำนาจปืนที่มีประสิทธิภาพสูงไปแสวงหาผลประโยชน์จากคนด้อยอำนาจและจากทรัพยากรส่วนรวม ถือว่าส่วนใหญ่เป็นกิจกรรมที่ทำอย่างผิดกฎหมายและมีผลกระทบกับคนท้องถิ่น แม้ต่อมาอำนาจรัฐได้เข้ามาดูแลท้องถิ่นอย่างทั่วถึง แต่การใช้ปืนในลักษณะดังกล่าวจึงมีอยู่ต่อเนื่อง ผู้ถือครองในปัจจุบันได้ขยายตัวไปสู่ผู้มีอิทธิพลขนาดใหญ่ที่สามารถสร้างผลสะเทือนแก่สังคมในวงกว้างอย่างสอดคล้องกับอานุภาพของอาวุธ โดยเกิดจากเงื่อนไข 2 ประการที่สอดคล้องกันพอดี ประการแรก คือ มีคนที่พร้อมจะเป็นมิจฉาชีพ กลุ่มข้าราชการที่เกี่ยวข้องร่วมกันแสวงหาผลประโยชน์ ประชาชนไม่สนใจจับผิดในขณะที่สังคมภายนอกก็ไม่สนใจ ประการที่สอง วงการค้ายาเสพติดในประเทศไทยขยายขอบเขตอย่างกว้างขวาง จนเกิดนักเลงสมัครเล่นหลายกลุ่ม และได้สร้างผลกระทบกับผู้คนในท้องถิ่นจำนวนมาก เช่น ไม่ได้รับความเป็นธรรม ถูกเอาเปรียบและเสียศักดิ์ศรี

Conditions for Power Generation by Unregistered Guns amongst Locals at the Foot of the Banthat Mountain Ranges

The use of illegal guns to generate power amongst locals living at the foot of the Banthat Mountain Ranges has been witnessed for a long time due to three conditions: social structure, the trend of having a gun, and people’s feelings and thinking. Originally, this rural society stayed far from state power; therefore, local people needed to find ways to govern each other. They managed power relations between different groups of people by means of network relationships. Having a gun was a necessity – they were used to prevent the dangers they encountered. Guns were circulated within a network based on mutual trust within groups. When the social structures changed, featured by battles between the forces of the Communist Party of Thailand and the goverment, this deprived locals of safety in terms of life and property. Thus, they needed to use guns which were introduced to the area in large numbers to create security amongst themselves. Later, when social and economic policies reached the area, certain groups of locals, including local administrators and criminal influences, as well as members of the Communist Party of Thailand, utilized high-performance guns to exploit vulnerable people and common resources. Most of their activities were illegal and had negative impacts on local people. Later, despite state authorities’thorough over sight of the local area, gun use still continued to exist. Today, gun holders extend to influential people who can create a great impact on society in a wider scope, in line with the power of such weapons. This phenomenon results from two factors. Firstly, there are people who are ready to be unlawful, officials cooperatein exploitation, and local people and people outside the area do not pay attention to this issue. Secondly, the drug trade in Thailand is expanding, which results in the establishment of many criminal groups. This has an impact on many local people, for example, they do not receive justice, are exploited, and lose their dignity.
