Public Safety Management in the Case of Public Assembly in England, United States of America and Thailand

Abstract
This paper aims to obtain an understanding of the principles, methods and legal mechanisms involved in managing public safety. This is done by reviewing the models and tools in the 3 countries -- England, where there are specific laws on public assembly, the United States of America where there is no specific law, and Thailand where there are several political assemblies in the past decade that the country has enacted Public Assembly Act B.E. 2558 (2015). The paper investigates similarities and differences in these case studies with the aim to suggest the development of public safety management during future political assemblies in Thailand.
