Analysis of Community-based Welfare Mechanism towards Elevating Poor Households’ Quality of Life: Applying the Sustainable Livelihoods Framework in Amnat Charoen Province

Abstract

This research aimed to explore and analyze community welfare mechanisms contributing to the enhancement of quality of life and livelihood capitals of poor households in Amnat Charoen Province, applying the Sustainable Livelihoods Framework (SLF). Qualitative data gathered through in-depth interviews and focus group discussions with government representatives, community leaders, and targeted poor households were selected form the TPMAP and AmnatConnext databases.


The findings revealed that: (1) the landscape of local welfare mechanisms is primarily driven by the civil sector through a network of 64 community welfare and merit funds, which demonstrate high flexibility and reach target populations more rapidly than state mechanisms; (2) the integration of targeting databases with community mechanisms facilitated the non-redundant allocation of welfare to 475 targeted poor individuals, encompassing the enhancement of all five livelihood capitals: financial (debt reduction and savings groups), natural (food security), human (occupational skills), physical (subsistence supplies), and social capitals (network membership); and (3) these operational outcomes led to the synthesis of the Amnat Kueakoon Model. This model serves as an innovative Social Safety Net emphasizing seamless data integration, collaborative governance, and the transition of the poor from passive receivers to active economic agencies. Consequently, this study proposes policy recommendations for the Amnat Charoen Provincial Administrative Organization and local administrative organizations to institutionalize the Amnat Kueakoon Model into their local ordinances and annual budgets, thereby ensuring the sustainability of community welfare in achieving comprehensive poverty eradication.
