Abstract
Characteristics of Access to Government’s Assistance Programs: Experiences from Field Research in the Northern and Southern Thailand
บทความชิ้นนี้มีวัตถุประสงค์ที่จะอธิบายลักษณะการเข้าถึงโครงการช่วยเหลือประชาชนของรัฐบาลอย่างเป็นระบบในโครงการเบี้ยยังชีพผู้สูงอายุกับนโยบายการช่วยเหลือเกษตรกร จากการทำสนทนากลุ่ม (Focus Group) ใน 7 หมู่บ้านในภาคเหนือและภาคใต้ผู้วิจัยพบว่า ชาวบ้านและเกษตรกรสามารถเข้าถึงและได้รับข้อมูลในโครงการเบี้ยยังชีพผู้สูงอายุได้อย่างทั่วถึง ในขณะที่ชาวบ้านและเกษตรกรมองว่าโครงการช่วยเหลือเกษตรกรของรัฐบาลยังไม่ตอบสนองความต้องการของเกษตรกร เกษตรกรบางส่วนยังเข้าไม่ถึงข้อมูลข่าวสารในบางกรณีเนื่องจากความซับซ้อนในคุณสมบัติของผู้รับความช่วยเหลือ นอกจากนี้ ผู้วิจัยพบว่าองค์กรปกครองส่วนท้องถิ่นมีส่วนสำคัญต่อระดับการเข้าถึง (หรือไม่ถึง) การให้บริการสาธารณะของภาครัฐของประชาชน ดังนั้นรัฐบาลควรจะคำนึงถึงระดับการเข้าถึงข้อมูลของประชาชน ลดความซับซ้อนในการเข้าถึงโครงการและบทบาทขององค์กรปกครองส่วนท้องถิ่นในกระบวนการนำโครงการไปปฏิบัติ
