โลกาภิบาลการลดปริมาณการสูญเสียอาหารและขยะอาหาร

บทคัดย่อ
บทความวิชาการชิ้นนี้มีจุดประสงค์เพื่ออธิบายกระบวนการโลกาภิบาลในการแก้ไขปัญหาการสูญเสียอาหารและขยะอาหาร ซึ่งเป็นปัญหาที่สำคัญในระดับสากล ที่นอกจากจะส่งผลกระทบในประเด็นความมั่นคงด้านอาหารแล้วยังเป็นปัจจัยหนึ่งที่ส่งผลกระทบด้านลบต่อสิ่งแวดล้อม กระบวนการโลกาภิบาลในประเด็นนี้จะแบ่งออกเป็นสามขั้นตอน ได้แก่ การจัดการความรู้และสร้างความตระหนักรู้ การพัฒนาบรรทัดฐานและเผยแพร่ข้อแนะนำ และการทำให้บรรทัดฐานและข้อแนะนำดังกล่าวมีความเป็นสถาบัน ซึ่งในแต่ละกระบวนการประกอบไปด้วยตัวแสดงทั้งที่เป็นองค์การระหว่างประเทศ องค์กรภาครัฐและเอกชน ตลอดจนภาคประชาสังคม บทความนี้ ชี้ให้เห็นว่ากระบวนการโลกาภิบาลได้ก่อให้เกิดความร่วมมือระหว่างประเทศที่ทำให้เกิดมาตรวัดที่เป็นมาตรฐานในประเด็นนี้ และเกิดการแก้ไขปัญหาที่เปนไปในทิศทางเดียวกัน อย่างไรก็ดี ในปัจจุบัน ปัญหาการสูญเสียอาหารและขยะอาหารยังไม่ได้หมดไป ดังนั้นแล้ว กระบวนการต่าง ๆ ของโลกาภิบาลในประเด็นนี้ยังคงต้องดำเนินต่อไป โดยจำเป็นต้องเน้นการสร้างเครือข่ายของตัวแทนที่จะนำมาสู่การเปลี่ยนแปลงของแต่ละประเทศ เพื่อทำให้ข้อแนะนำ และเป้าหมายที่วางไว้ในระดับระหว่างประเทศ มีความเป็นสถาบัน อันจะทำให้เกิดการแก้ไขปัญหาการสูญเสียอาหารและขยะอาหารที่ยั่งยืนต่อไป
