Abstract

The great flood of 2011 was the worst disaster in Thailand in fifty years. Damages in sixty-five provinces were reported with 813 deaths and 4,039,459 affected households. During the flood, those who were neglected, though very vulnerable to face flooding, were the poor people since they had low income with uncertain employment.
This article aimed to present the data on poor people facing flooding disaster in two aspects. First, how poor people were impacted by such disaster. Second, whether the government’s measures responded to reimbursing and rehabilitating of the poor. Study results indicated that the poor were affected by the flood more but were helped less than any other groups.
