AUTONOMOUS UNIVERSITIES AND THE PROBLEMS CONCERNING THE IMPLEMENTATION OF THE GOVERNMENT PROCUREMENT AND SUPPLIES MANAGEMENT ACT B.E. 2560

Abstract

The objectives of the research were 1) to collected and analysis of the autonomous universities problems concerning the implementation of the government procurement and supplies management Act B.E. 2560 2) as suggestion for solving the problems for autonomous universities. 3) to study the case study of abandoning of construction entrepreneurs at autonomous universities concern the implementation of the government procurement and supplies management Act B.E. 2560. To conduct the research, quantitative and qualitative approach was applied, quantitative approach were purposive selection from 5 autonomous universities with 327 procurements officers, qualitative approach in acquiring the data from in-depth interviews with 5 head procurements officers. The research revealed that the autonomous universities problems concerning the implementation of the government procurement and supplies management Act B.E. 2560 descending order as fallows : electronic government procurement (e-GP) whish unstable system, autonomous universities officers lacking of knowledge and skill, the government procurement and supplies management Act B.E. 2560 had many complicated and steps, entrepreneurs lacked understanding and processes of e-GP and autonomous universities administration and procurement officers was delay procurement processes and supply plan change. For suggestion problems solving were as: autonomous universities should be acceleration of procurement on year plan and increasing frequency of procurement training. Case study of abandoning of construction entrepreneurs at autonomous universities concern the implementation of the government procurement and supplies management Act B.E. 2560.Case study at Kasetsart University found that abandoning of construction entrepreneurs consist: constructor price lower more than reference price, owner had design change and strict of inspection.
