AN ANALYSIS OF POLICY REGIME IN DRIVING THE DECENTRALIZATION OF EDUCATION MANAGEMENT TO SCHOOLS UNDER THE CONSTITUTION OF THE KINGDOM OF THAILAND (B.E. 2560 (2017))

Abstract
This Research Article, Titled Analysis of the Policy Regime in Driving the Decentralization of Education Management to Basic Education Institutions under the Constitution of the Kingdom of Thailand B.E. 2560 (2017), aimed to analyze the policy regime propelling the decentralization of educational management to basic education institutions under the 2017 Constitution. The study employed a qualitative research method, primarily relying on document analysis. The analytical framework used was the Policy Regime Analysis developed by Peter J. May and Ashley E. Jochim (2013), which focuses on three core components: Ideas, Institutional Arrangements, and Interests. The findings reveal that the drive for educational decentralization to basic education institutions under the current Constitution is complex and faces numerous challenges. Specifically, the component of Ideas is problematic, as the concept of decentralization remains unclear and is overshadowed by other educational ideas that possess greater influence due to stronger political support. Concurrently, concerning Institutional Arrangements, the existing institutional structure and management mechanisms are not conducive to decentralization, clearly retaining a centralized bureaucratic character. Furthermore, in terms of Interests, the allocation of educational budget and resources is still inefficient and lacks equity. Consequently, the implementation of the decentralization of education management under the Constitution of the Kingdom of Thailand B.E. 2560 (2017) is rendered merely symbolic, unable to proceed smoothly, lacking efficiency, and ultimately unsustainable
