บทคัดย่อ
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาสภาพปัจจุบันและปัญหาการบริหารโดยใช้โรงเรียนเป็นฐาน เพื่อสร้างรูปแบบ และศึกษาผลการใช้รูปแบบการบริหารโดยใช้โรงเรียนเป็นฐาน การวิจัยแบ่งเป็น 3 ระยะ คือ ระยะที่ 1 ศึกษาสภาพปัจจุบันและปัญหาการบริหารโดยใช้โรงเรียนเป็นฐาน กลุ่มตัวอย่างเป็นผู้บริหาร ครูผู้สอน และคณะกรรมการสถานศึกษา ของโรงเรียนขนาดเล็กในเขตภาคเหนือตอนบน จำนวน 969 คน ระยะที่ 2 การสร้างรูปแบบการบริหารโดยใช้โรงเรียนเป็นฐาน แบ่งเป็น 2 ตอน คือ (1) สร้างรูปแบบการบริหารโดยใช้โรงเรียนเป็นฐาน แหล่งข้อมูล ได้แก่ งานวิจัย บทความ หนังสือ และสื่ออิเล็กทรอนิกส์ต่าง ๆ เครื่องมือที่ใช้เป็นแบบวิเคราะห์เนื้อหา และ (2) ตรวจสอบรูปแบบ เครื่องมือที่ใช้เป็นแบบสอบถามความคิดเห็น ผู้ให้ข้อมูลคือ ผู้ทรงคุณวุฒิ จำนวน 11 ท่าน ระยะที่ 3 ศึกษาผลการใช้รูปแบบการบริหารโดยใช้โรงเรียนเป็นฐาน ประชากร ได้แก่ ผู้บริหาร ครูผู้สอน และคณะกรรมการสถานศึกษา โรงเรียนบ้านสามสบ อำเภอแม่แจ่ม จังหวัดเชียงใหม่ เครื่องมือที่ใช้คือ แบบประเมินรูปแบบ และประเมินผลการใช้รูปแบบ วิเคราะห์ข้อมูลโดยหาค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัย พบว่า ผลการศึกษาสภาพปัจจุบันในภาพรวมอยู่ในระดับมาก ส่วนผลการศึกษาปัญหาในภาพรวมอยู่ในระดับปานกลาง ผลการสร้างรูปแบบการบริหารโดยใช้โรงเรียนเป็นฐาน พบว่ามี 7 องค์ประกอบ ได้แก่ วัตถุประสงค์ หลักการ ระบบและกลไก ยุทธศาสตร์ กระบวนการ/กิจกรรม การประเมินรูปแบบ และเป้าหมายสำคัญปลายทาง ส่วนผลการตรวจสอบรูปแบบ พบว่า โดยภาพรวมอยู่ในระดับมาก และผลการใช้รูปแบบการบริหารโดยใช้โรงเรียนเป็นฐาน พบว่า ผลการประเมินรูปแบบและผลการประเมินการใช้รูปแบบโดยภาพรวมอยู่ในระดับมาก
