การวิเคราะห์วงรอบเหตุและผลสำหรับโซ่อุปทานกำลังคนด้านโลจิสติกส์ของประเทศไทย

บทคัดย่อ
การวิจัยนี้มีวัตถุประสงค์เพื่อจัดทำโครงสร้างโซ่อุปทานกำลังคนด้านโลจิสติกส์ของประเทศไทย และวิเคราะห์วงรอบเหตุและผลสำหรับโซ่อุปทานกำลังคนด้านโลจิสติกส์ของประเทศไทย โดยใช้กรอบแนวคิดระบบ ผ่านเครื่องมือแผนภาพวงรอบเหตุและผล การดำเนินการวิจัยใช้ระเบียบวิธีแบบผสมผสาน ทั้งการทบทวนวรรณกรรม การสัมภาษณ์ผู้เชี่ยวชาญ 7 ราย และการสนทนากลุ่ม 30 ราย จากภาครัฐ สถานศึกษา และภาคธุรกิจ ผลการวิจัยระบุปัจจัยสำคัญ 11 ตัวแปรที่ส่งผลต่อกำลังคน เช่น งบประมาณภาครัฐ ค่าจ้าง ความต้องการแรงงาน และการใช้เทคโนโลยี โดยสามารถจัดกลุ่มเป็นปัจจัยด้านอุปสงค์และอุปทาน ซึ่งแสดงความสัมพันธ์กันผ่านวงรอบเสริมแรงและวงรอบสร้างสมดุลในระบบ CLD ที่พัฒนาขึ้น ผลการวิเคราะห์สะท้อนให้เห็นว่า การเพิ่มงบประมาณภาครัฐและการบูรณาการภาคการศึกษากับภาคอุตสาหกรรมเป็นจุดแทรกแซงเชิงนโยบายที่มีศักยภาพสูง ในขณะที่การเปลี่ยนแปลงด้านเทคโนโลยีและการแข่งขันกับแรงงานต่างชาติเป็นแรงต้านที่ควบคุมการเติบโตของกำลังคน ข้อเสนอแนะเชิงนโยบายจากการวิจัยนี้คือ การพัฒนากลไกความร่วมมืออย่างเป็นระบบระหว่างรัฐ เอกชน และสถาบันการศึกษา ตลอดจนการออกแบบหลักสูตรและแนวทางการเรียนรู้ที่ตอบโจทย์ทักษะแห่งอนาคต อันจะนำไปสู่ การพัฒนากำลังคนด้านโลจิสติกส์อย่างยั่งยืนในระยะยาว
