Resources Administration Guidelines for Industrial and Community Education College in Mae Hong Son Province

Abstract
This mixed-methods research was conducted to 1) investigate the current conditions and essential needs in resource administration, 2) study and develop resource administration guidelines, and 3) verify and evaluate guidelines. The quantitative phase involved 102 administrators, teachers, and staff members, while the qualitative phase engaged 8 experts, and 22 stakeholders. The data collection tools consisted of a questionnaire on current conditions and essential needs in resource administration, a focus group discussion record form, and an appropriateness and feasibility assessment form. Data were analyzed using statistical methods such as frequency, percentage, mean, standard deviation, Priority Needs Index (PNI) analysis, and content analysis. The research findings revealed that 1) The current condition of resource administration in Industrial and Community Education Colleges in Mae Hong Son Province was at a moderate level, while the essential needs were at a high level of essential needs (PNIModified = 0.253) 2) The proposed resource management guidelines encompass five key areas. These are 2.1) Budget Management: Aligning budget usage with development plans and policies, and allocating the budget appropriately within the given framework, 2.2) Financial Management: Establishing clear criteria for advance payments, implementing a notification system for debtors, and providing staff training on financial regulations, 2.3) Accounting Management: Training personnel to effectively use the GFMIS system, 2.4) Inventory and Supplies Management: Developing a systematic manual for the disposal of supplies, and 2.5) Resource Management based on the 4M principle: Applying the 4M (Man, Money, Material, Method) principles to ensure efficient operations. The evaluation results indicated that the overall resource management guidelines are highly appropriate and highly feasible. Therefore, it is recommended that administrators continuously monitor and evaluate the management processes to facilitate ongoing improvement and development.
