Abstract

The purpose of this research was to develop the utilization management model based on biodiversity at the edge border of the Sai Khao Waterfall National Park, Pattani province in the future by applying EDFR technique (Ethnographic Delphi Future Research). The samples in this study consisted of 24 experts in biodiversity resource and community context selected by purposive sampling. Interview and rating scale questionnaires were used as research tools in order to find the most likely tendency and conceptual congruence between expert groups for summarizing and visualizing in the future. The model was examined by connoisseurship with 9 experts of stakeholders. The tendency is very corresponding and there is a conceptual consensus, that is a form of normative and conceivable possibility that can be used at 100 percentage. The results revealed that the corporate organization should be established between local people, public and private sector for management responsibility. The model structure consists of three sections. Part 1. Biodiversity and utilization compose of possible forms of utilization, scope of utilization, loss reduction, feedback on the utilization and value added. Part 2. Management model consist of defining objectives, determine the principles to exploit, approaches and methods, determining vision and how to operation. Part 3. Establishing organization to take responsibility. Participation in activities, detecting obstacles and find solutions, conflict adjustment, explore comments and suggestions to solve problems and develop sustainable.
