The effectiveness of implementing digital administration policy in managing community welfare fund in Dok Kham Tai sub-district, Phayao province

Abstract

This research aims to: 1) study the effectiveness of implementing digital government administration policies in the management of the Dok Kham Tai Subdistrict Community Welfare Fund in Phayao Province, and 2) propose ways to enhance the effectiveness of implementing digital government administration policies in the management of the Dok Kham Tai Subdistrict Community Welfare Fund in Phayao Province. The qualitative research was conducted by collecting data through in-depth interviews and observations of key informants, including 7 members of the Dok Kham Tai Subdistrict Community Welfare Fund committee, 5 advisors of the Dok Kham Tai Subdistrict Community Welfare Fund, and 10 members of the Dok Kham Tai Subdistrict Community Welfare Fund. The data were analyzed through content analysis and presented descriptively.

The research findings revealed that:

1) The effectiveness of implementing digital government administration policies in the management of the Dok Kham Tai Subdistrict Community Welfare Fund in Phayao Province can be examined in five aspects:Structure: Most of the fund committee members are elected council members who change every four years, leading to discontinuity in operations. New council members must learn the management system anew. Personnel: There is a lack of staff with expertise in information technology. Budget: There are limitations in allocating sufficient funds for technology development and hiring technology specialists. Facilities: The facilities are comfortable and suitable for the service recipients. Materials and Equipment: The materials and equipment are modern and sufficient for providing services to fund members.

2) The proposed methods to enhance the effectiveness of implementing digital government administration policies in the management of the Dok Kham Tai Subdistrict Community Welfare Fund in Phayao Province are as follows: Structure: The structure of the fund committee should be designed so that the majority of members are not restricted by terms of office. Personnel: Training for the committee and recruiting individuals with knowledge and skills in information technology should be conducted to ensure continuous operations. Budget: Budget allocation from other agencies should support the hiring of skilled IT personnel for the Dok Kham Tai Subdistrict Community Welfare Fund. Additionally, there should be an increase in digital service channels for fund members to facilitate easy, convenient, and quick communication and services, such as Facebook, Line application, E-Service systems, and various platforms.
