Budget Management in the Digital Era of Special Schools under the Office of Special Education Administration, Chiang Mai Province

Abstract
This research aims to 1) study the current state of Budget Management in the Digital Age of Disability-Specific Schools, 2) study the problems and needs for developing budget management in the digital age in schools for special needs, and 3) study guidelines for developing budget management in the digital age in schools for special needs under the Office of Special Education Administration, Chiang Mai Province. The research design was a survey. The sample group consisted of 142 school administrators and teachers from the 2024 academic year, and 6 experts selected for purposive interviewing. The instruments were questionnaires with a reliability coefficient of 0.97 and interview guides. Statistical analysis included percentages, means, standard deviations, the Modified Priority Needs Index (PNI modified), and content analysis. The results are presented descriptively.
The research results revealed that:
1) The current state of Budget Management in the Digital Age of Disability-Specific Schools under the Office of Special Education Administration, Chiang Mai Province, was found to be at a high level overall.
2) The problems and needs for developing budget management in the digital age in schools for special needs were identified using the Modified Priority Needs Index (PNI modified) for development. The overall value is 0.15
3) Guidelines for developing budget management in the digital age: Regarding budget planning and establishment, the focus should be on developing a budget planning system through a digital platform to ensure information is up-to-date and easily accessible. Regarding monitoring, auditing, and evaluating expenditure, an online system should be used to record and track budget expenditure in real-time. Regarding resource mobilization and investment for education, the use of social media should be promoted for transparent resource mobilization and public relations. And regarding internal auditing, a digital internal audit system should be developed, including the application of AI to analyze risks and detect anomalies in budget data.
