จากการเซนเซอร์ถึง “อินเทอร์เน็ตเอกราช”: พัฒนาการการควบคุมดูแลสื่อในสหพันธรัฐรัสเซีย

บทความนี้มีวัตถุประสงค์เพื่อศึกษาประวัติและวิวัฒนาการการควบคุมดูแลสื่อในสหพันธรัฐรัสเซีย โดยทำการศึกษาเอกสารที่เกี่ยวข้องกับการเปลี่ยนแปลงในนโยบายการควบคุมสื่อในยุคก่อนสหภาพโซเวียตล่มสลายและยุคหลังสหภาพโซเวียตล่มสลาย ผ่านกฎหมายทางการในสมัยโซเวียต (พ.ศ.2460-2534) และรัสเซีย (พ.ศ.2534-ปัจจุบัน) จำนวน 12 ฉบับ พร้อมทั้งงานวิจัยทางประวัติศาสตร์และข่าวสารอื่น ๆ ที่เกี่ยวข้อง ผลการศึกษาพบว่า สหพันธรัฐรัสเซียเป็นประเทศที่สื่อและสารสนเทศพัฒนาพร้อมกับระบอบการปกครองที่ไม่เป็นประชาธิปไตยเสมอมา ระบบการปกครองประเทศมีการควบคุมข้อมูลมาต่อเนื่อง ระบบการควบคุมดูแลสื่อเติบโตอย่างยิ่งในสมัยสังคมนิยมซึ่งมุ่งเน้นให้สื่อเป็นผู้เผยแพร่อุดมการณ์อย่างจริงจัง และมีการปรับตัวใหม่ในยุคปัจจุบันในนามของการให้สื่อมีความรับผิดชอบต่อสังคม การปรับตัวของระบบการควบคุมดูแลสื่อในสหพันธรัฐรัสเซียปัจจุบันยังเป็นไปตามแนวโน้มนโยบายต่างประเทศเชิงเผชิญหน้ากับค่านิยมประชาธิปไตยตะวันตกและนโยบายในประเทศที่เน้นการควบคุมพลวัตอุดมการณ์ภายในประเทศมากขึ้น ทั้งนี้การควบคุมดูแลสื่อในสหพันธรัฐรัสเซียพัฒนาไปตามความก้าวหน้าทางสื่อและสารสนเทศ ไม่ว่าจะอยู่ในระบอบการปกครองแบบใดก็ตาม
