รูปแบบการบริหารจัดการโรงเรียนมาตรฐานสากล สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา ภาคตะวันออกเฉียงเหนือ

การจัดการศึกษาขั้นพื้นฐานถือได้ว่าเป็นหน่วยงานหลักที่สำคัญต่อการอำนวยประโยชน์ต่อการเรียนรู้อย่างต่อเนื่องตลอดชีวิต ซึ่งเป็นการนำมาสู่การวิจัยครั้งนี้ที่มีวัตถุประสงค์เพื่อ 1) ศึกษาประสิทธิผลและกระบวนการการบริหารจัดการ 2) สร้างและประเมินรูปแบบการบริหารจัดการ 3) ประเมินผลก่อนและหลังการนำรูปแบบไปใช้ และ 4) ประเมินความเหมาะสมและความเป็นไปได้ ของรูปแบบการบริหารจัดการโรงเรียนมาตรฐานสากล สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา ภาคตะวันออกเฉียงเหนือ กำหนดกลุ่มตัวอย่างด้วยการเปิดตาราง Krejcie and Morgan เท่ากับ 615 คน โดยใช้การสุ่มตัวอย่างแบบเจาะจง และขนาดกลุ่มตัวอย่างร้อยละ 30 ของประชากร 99 คน คือ 33 คน ใช้การสุ่มอย่างง่าย และกลุ่มเป้าหมาย ใช้วิธีเลือกแบบเจาะจงเป็นกลุ่มโรงเรียนมาตรฐานสากล 17 คน กลุ่มผู้ทรงคุณวุฒิ 17 คน โรงเรียนอาสาสมัคร 1 แห่ง โดยใช้แบบสอบถาม มีค่าความเชื่อมั่นเท่ากับ 0.994 (ร่าง) รูปแบบการบริหารจัดการ แบบประเมินรูปแบบ 2 ชุด และแบบประเมินการบริหารจัดการ 1 ชุด ผ่านการตรวจสอบความตรงเชิงประจักษ์จากผู้ทรงคุณวุฒิ 5 คน เก็บรวบรวมข้อมูลด้วยการรับส่งทางไปรษณีย์ การสัมภาษณ์ และการทดลองใช้รูปแบบ ทำการวิเคราะห์ข้อมูลโดยใช้สถิติเชิงพรรณนาเพื่อหาค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน และการวิแคราะห์เชิงเนื้อหา ผลการวิจัยพบว่า โดยรวมของประสิทธิผลและกระบวนการบริหารจัดการ อยู่ในระดับมาก ซึ่งรูปแบบที่พัฒนาขึ้นมีองค์ประกอบ 5 ส่วน คือ 1) หลักการและเหตุผล 2) วัตถุประสงค์ 3) โครงสร้างและสาระสำคัญ 4) แนวทางการดำเนินงาน และ 5) เงื่อนไขความสำเร็จ โดยหลังนำรูปแบบไปใช้มีประสิทธิผลอยู่ในระดับมากที่สุด และมีความเหมาะสมและความเป็นไปได้มากที่สุด เช่นกัน จึงยืนยันได้ว่า รูปแบบที่ได้มีกระบวนการและการปฏิบัติอย่างแท้จริง
