Policy Implementation of Rice Scheme during Yingluck Shinawatra Administration B.E.2554-2556.

Abstract

The research aimed to study 1) the nature of Yingluck Shinawatra’s government periotic Scheme B.E.2554-2557, 2) the implementation process of the rice pledging policy 3) the implementation of the rice-pledging policy. Use qualitative research from the document study and interviews with 12 key informants, comprising three government officials, four mill operators, two academics, and four farmer leaders. Use the method of analyzing the content document. Present information in a descriptive way; data obtained from the interview use the inductive analysis method.

Findings are as follows: 1) the rice scheme policy was an emergency policy in which parliament adapted and legitimated implementation to promote economic growth and social justice, and increase farmers' quality of livings. 2) The procedure of policy implementation complied with government rules and regulations. It also administered accountability to those bureaucratic organizations that consisted of the National Commission of Rice Policy, the Ministry of Agriculture and Co-operative, the Ministry of Commerce, and the Ministry of Interior. 3) Outcomes of policy implementation proceeded along policy frameworks such as the increasing price of production, increasing income of farmers, increasing rate and quality of production, all brought about increasing national economic up-rated consumers. While some problems and obstructions of policy 1) on political dimensions, the policy brought about conflicts among government, academies, private sectors, and people on ideology and belief in the executing of economic proceedings. 2) Executive dimensions; course of structural design brought an insufficient operating budget and problems of exporting control by the government instead of private sectors.
