Thai Labor Management Policy Implementation under Employment Permit System in the Republic of Korea

Abstract

This research has the objectives to study about 1) Thai labor management policy implementation under the employment permit system in the Republic of Korea; 2) problems and obstacles in Thai labor Management policy implementation; and 3) recommendations and guidelines for Thai labor management policy implementation under employment permit system in the Republic of Korea so that performing in compliance with such policy will have more efficiency. This research is qualitative. In the study, there was document data collection and in-depth interviews of 17 key informants, personnel involved in compliance with the policy, and Thai laborers directly affected by the policy and selected by the Snowball Sampling technique. Content Analysis and typological analysis analyzed data.

It was found that: 1) Thai Labor management policy implementation under the employment permit system in the Republic of Korea, it was found that there were the following operating steps: accepting application forms and testing Korean Language ability and work skills, employing labor to work in the Republic of Korea for any people who pass the examination; selecting labor and making employment contract, training labor before traveling, submitting the application and receiving visa and delivering labor to travel to work. 2) It was found that the main problems and obstacles were practical labor-management problems, systematic labor delivery problems, problems of labor not being called by employers, and problems of illegal labor.
3) Recommendation for relevant working units, the working units should create knowledge and understanding for laborers who have an interest in working in the Republic of Korea, for example, qualification, steps of selection, period of selection and selection of labor by employers, as well as there should be encouraging for Thai labor to be protected for their right and benefit that labor should receive under the foreign labor employment system.
