Public Administration and Private Sector Human Resource Management

Abstract
This research article aims to 1) understand and analyse human resource management approaches in the private sector, and 2) develop guidelines for human resource development and enhancing the efficiency of the private sector. The study employs a document review method by collecting secondary data from research reports and specialized documents related to public administration and human resource management in the private sector, and then analysing the content.
The research findings indicate that 1) human resource management in the private sector emphasizes flexible organizations and a creative culture to adapt to external and internal changes. A key role is creating flexibility in the economy and society through collaboration between the private sector and public administration. This supports the development of personnel skills and knowledge and promotes sustainable development in an effective manner. 2) Human resource development and enhancing efficiency in the private sector are fundamental to organizational sustainability. This is achieved by focusing on skills and knowledge through promoting learning that aligns with the needs of the private sector, providing both theoretical and practical training, utilizing technology to promote learning, flexible human resource management, supporting business innovation, and collaboration to create an environment conducive to human resource development in the private sector. These approaches reflect the study of public administration and human resource management to build organizations that can adapt and achieve sustainable long-term performance.
