The Collaborative Governance of the Partner Networks of the Public Sector and the Civil Society Sector under the Act for Prevention and Solution of the Adolescent Pregnancy Problem, B.E. 2559

Abstract

The objectives of this research are to study 1) management based on cooperation among government network partners. and civil society in accordance with the Prevention and Resolution of Adolescent Pregnancy Problems Act 2016: and 2) problems, obstacles, and suggestions for management based on the cooperation of government network partners. and civil society in accordance with the Act on Prevention and Resolution of Adolescent Pregnancy Problems 2016. Use qualitative research. The tool is in-depth interviews with key government informants and civil society network partners, a total of 22 people, using the snowball sampling technique and using content analysis and descriptive analysis.

The results of the research found that 1) the management consists of (1) finding principles or agreements together, coordinating and planning cooperation through joint meetings at both the national and provincial levels (2) joint operations, use knowledge and resources together.
(3) providing assistance and guidance by having mutual motivation through trust and believe in the potential of agencies with different expertise based on the principles and regulations of the law. 2) the Problems consisted of (1) extracting the policies, (2) linking the data systems of the partners in the networks and (3) coordination among the partners in the networks. The Obstacles consists of (1) cultures, traditions, customs and religious principles and (2) societies', families' and teenagers' attitudes. Suggestions consisted of (1) promote holistic policies that are consistent across the country, provincial/district level, local level, including civil society organizations or related agencies. (2) improve or develop a network system for centralized data collection to allow access to worker information and brings access to problems at all levels of agencies. (3) provide opportunities for non-state agencies that have the potential, expertise, and tools to be the leading agencies in implementing policy. With government agencies being the supporting agencies or cooperate in driving policy.
