Implementation of Border Trade Policy between the Kingdom of Thailand and the Kingdom of Cambodia from 1988 to 2021

Abstract

The objectives of this research are to 1) explore Thai-Cambodian relations on basis of the context of border trade from 1988-2021. 2) Analyze the Stakeholder in determining the pattern and border trade policy of Thai-Cambodian border trade from 1988-2021. 3) Analyze the determination and implementation of political policies that affect Thai-Cambodian border trade from 1988-2021. This research uses qualitative research methods, collect data from document analysis. In-depth Interview with 27 key informants, selected by purposive samplin and non-participant observation.

The results showed that 1) the two countries are close and have had trade relations for a long time.  Even though there are political problems The unrest situation that occurs periodically causing border trade to be halted to some extent, but Thailand and Cambodia are still developing several multilateral and bilateral cooperation frameworks. 2) The Government has committed and given importance to area development, especially the development of areas in the form of special economic zones. The concept of developing special economic zones is to take advantage of the potential of Thailand's border areas, effects the development of border trade with neighboring countries also. 3) the political policies. It is divided into 4 eras, consisting of (1) the ASEAN Free Trade Era (1988-2002) to solve problems of war and security. (2) The Ayeyarwady-Chao Phraya-Mekong Economic Cooperation Strategy Era (2003-2009) (3) The ASEAN Community Development Era (2010-2014) is a border trade policy to develop border trade economic zones. To support entering the ASEAN Community. And (4) the development of special economic zones along the border era (2015-2021). There is economic integration of ASEAN countries
