A Development Model for Transforming Rangsit City Municipality into a High-Performance Organization
Main Article Content
Abstract
This study aimed to 1) analyze the characteristics of Rangsit City Municipality as a high-performance organization based on the Public Sector Management Quality Award 4.0 (PMQA 4.0), 2) examine the role of the external environment in its development toward becoming a high-performance organization, and 3) synthesize a conceptual model for this development. A qualitative case study design was employed. Forty key informants were purposively selected, comprising 11 policymakers, 19 policy implementers, and 10 citizens and external stakeholders. Data were collected through document analysis covering 2023–2025, non-participant observation, and in-depth interviews conducted from April to May 2026. The data were thematically analyzed using both deductive and inductive approaches, with PMQA 4.0 and PESTEL (Political, Economic, Social, Technological, Environmental, and Legal) as analytical frameworks. Trustworthiness was ensured through triangulation of data sources and methods, together with member checking. The findings revealed that: 1) Rangsit City Municipality demonstrated characteristics of a high-performance organization through strategic leadership, good governance, the use of data and technology, human resource development, operational improvement, and a results-oriented approach. 2) The six dimensions of the external environment served as both drivers and constraints on organizational development, particularly public expectations, urban expansion, technological advancement, and legal and budgetary constraints. 3) The conceptual model synthesized from the case study links internal management systems, the external environment, organizational development processes, and public value. This synthesis resulted in the SMART model, comprising Strategic and Proactive Leadership, Multi-Sectoral Partnership, Agile and Digitalized Capacity, Responsive Service Innovation, and Trust and Transparency, to enhance organizational capacity and create public value.
