บทคัดย่อ

การปะทะประสานระหว่างกระแสความคิดแบบโลกาภิวัตน์และกระแสแนวคิดท้องถิ่นนิยมนั้น ถือว่ามีอิทธิพลอย่างมากต่อการปรับกระบวนทัศน์การจัดการศึกษาทางสังคมศาสตร์ในปัจจุบัน ซึ่งมักถูกผลิตซ้ำภายใต้ข้อถกเถียงเกี่ยวกับจุดยืนทางญาณวิทยาต่อการสร้างฉากทัศน์ทางการเมืองแนวใหม่อยู่เสมอ จึงนำมาสู่การกำหนดวัตถุประสงค์การวิจัยครั้งนี้ที่มุ่งทำความเข้าใจปรากฏการณ์การเมืองท้องถิ่นผ่านการสังเคราะห์แนวทางการศึกษาเชิงบูรณาการการเมืองท้องถิ่นภาคใต้ในบริบทร่วมสมัย ครอบคลุมพื้นที่ศึกษาจังหวัดสงขลา สุราษฎร์ธานี และนครศรีธรรมราช พร้อมเสนอแนวทางจัดการความรู้เกี่ยวกับการเมืองท้องถิ่นในอนาคต โดยกำหนดรูปแบบวิจัยเชิงคุณภาพ ด้วยวิธีการสังเคราะห์อภิมานจากงานวิจัยระดับปริญญามหาบัณฑิตทางรัฐศาสตร์และรัฐประศาสนศาสตร์ ระหว่างช่วงปี พ.ศ.2561-2565 ซึ่งคัดเลือกมหาวิทยาลัย โดยใช้เกณฑ์สังกัดกลุ่มพัฒนาการวิจัยระดับแนวหน้าของโลก กลุ่มพัฒนาปัญญาและคุณธรรมด้วยหลักศาสนา รวมทั้งกลุ่มพัฒนาชุมชนท้องถิ่นหรือชุมชนอื่น ประกอบกับเก็บรวบรวมข้อมูลสัมภาษณ์เชิงลึกจากกลุ่มผู้ให้ข้อมูลสำคัญ ซึ่งได้มาด้วยวิธีการคัดเลือกแบบเจาะจง วิเคราะห์ข้อมูลโดยใช้การวิเคราะห์แก่นสาระ และตรวจสอบความสอดคล้องระหว่างผู้ประเมินสู่การตีความสร้างข้อสรุป ผลวิจัยพบว่า ข้อมูลการศึกษาวิจัยการเมืองท้องถิ่นภาคใต้ สะท้อนประเด็นที่มีความหลากหลายและส่วนใหญ่สัมพันธ์กับมโนทัศน์ด้านการบริหารท้องถิ่น ตอกย้ำการกำหนดจุดยืนทางญาณวิทยาซึ่งโน้มเอียงไปในทางรัฐประศาสนศาสตร์มากกว่ารัฐศาสตร์ ขณะที่การศึกษาการเมืองท้องถิ่นส่วนใหญ่อาศัยกรอบการศึกษาแนวพฤติกรรมนิยมเป็นแนวทางสำคัญ ทั้งนี้ข้อเสนอการสร้างความแข็งแกร่งทางวิชาการด้านการเมืองท้องถิ่นภาคใต้ในอนาคต ควรออกแบบการวิจัยเชิงผสานวิธีรองรับการก้าวข้ามกรอบมโนทัศน์การศึกษาแบบเดิมไปสู่การประยุกต์ร่วมกับขอบข่ายสังคมศาสตร์เชิงบูรณาการ นอกจากนี้ผู้มีส่วนได้เสียทางการศึกษาควรทบทวนแนวทางการยกระดับผลงานที่มุ่งบุกเบิกและสร้างนวัตกรรมการจัดการปกครองท้องถิ่น ที่โดดเด่น รวมทั้งสำรวจแนวทางพัฒนาระบบสนับสนุนการจัดการความรู้ด้านการเมืองท้องถิ่นรูปแบบใหม่ด้วยฐานคิด “Glocalization” ซึ่งตอบโจทย์ความท้าทายตามบริบทพื้นที่เฉพาะของมหาวิทยาลัยต่อไป
