พื้นที่กระจัดกระจายกัน ซึ่งยากต่อการบริหารจัดการร่วมกัน นโยบายและการปฏิบัติหน้าที่ของภาครัฐขาดความต่อเนื่อง ข้อจำกัดในการจัดการข้อมูลข่าวสาร ปัญหาด้านการกำหนดกติกาภายในกลุ่ม และการไม่สามารถบูรณาการกับองค์กรปกครองส่วนท้องถิ่น
