การสื่อสารสาธารณะในกระบวนการพัฒนาบ้านมั่นคง ชุมชนหนองแปป ตำบลอิสาณ อำเภอเมือง จังหวัดบุรีรัมย์

บทคัดย่อ
บทความนี้มีวัตถุประสงค์เพื่อศึกษาการสื่อสารสาธารณะตามกรอบการวิเคราะห์ของ Jurgen Habermas ในกระบวนการพัฒนาบ้านมั่นคง ชุมชนหนองแปป ตำบลอิสาณ อำเภอเมือง จังหวัดบุรีรัมย์ ใช้วิธีการวิจัยเชิงปฏิบัติการแบบมีส่วนร่วม โดยการสัมภาษณ์ การสนทนากลุ่มย่อย และเวทีประชาคมในกลุ่มผู้นำ เจ้าหน้าที่รัฐที่เกี่ยวข้อง และครัวเรือนสมาชิกบ้านมั่นคง ที่มีการสื่อสารสาธารณะเชิงกระทำการบนพื้นที่สาธารณะในกระบวนการพัฒนาบ้านมั่นคง ผลการวิจัยพบการสื่อสารสาธารณะเชิงกระทำการใน 2 ประเด็น ได้แก่ 1) ประเด็นการเรียกร้องเรื่องที่อยู่อาศัยและที่ทำกิน และ 2) ประเด็นการจัดการขยะและน้ำเสียในชุมชน การสื่อสารเชิงกระทำการเกิดในพื้นที่สาธารณะ 3 แห่ง คือ 1) พื้นที่ครอบครัว 2) พื้นที่คุ้มบ้าน และ 3) พื้นที่ศาลาประชาคม โดยลักษณะการสื่อสาร เป็นการพูดคุยประเด็นสาธารณะที่พ้นไปจากอำนาจทางการเมืองและเศรษฐกิจ มีการใช้เหตุผลอย่างอิสระ การสื่อสารเชิงกระทำการทำให้ครัวเรือนบ้านมั่นคงขับเคลื่อนกิจกรรมทางสังคมไปพร้อมกับหน่วยงานรัฐ เกิดการเรียนรู้และมีส่วนร่วม นำไปสู่ความสามัคคีและการปรับตัวต่อปัญหาต่าง ๆ ที่เกิดขึ้นในชุมชน ผลการวิจัยสะท้อนว่าการสื่อสารสาธารณะบนพื้นที่สาธารณะ และนำไปสู่การพัฒนาชุมชนในหลายมิติ
