ผู้นำสตรี: หุ้นส่วนสำคัญในการพัฒนาชุมชน กรณีศึกษาผู้ใหญ่บ้านหญิงหมู่บ้านนานาง จังหวัดพิษณุโลก

บทคัดย่อ
บทความนี้มีวัตถุประสงค์เพื่อ 1) วิเคราะห์การขับเคลื่อนไปสู่ความเท่าเทียมทางเพศ (Gender Equality) ในสังคมไทย 2) ศึกษาความเป็นหุ้นส่วนในการพัฒนาชุมชนของผู้หญิงและผู้ชายผ่านกรณีศึกษาของผู้นำสตรี ในชุมชนแห่งหนึ่งของจังหวัดพิษณุโลก ใช้การวิจัยเชิงคุณภาพเก็บข้อมูลในปี 2564 จากการสัมภาษณ์เชิงลึกอย่างไม่เป็นทางการผู้ให้ข้อมูลสำคัญ (Key Informants) โดยการสัมภาษณ์ทางไกลผ่านระบบออนไลน์ กับผู้ให้ข้อมูลสำคัญ (Key Informants)จำนวนทั้งสิ้น 20 ราย เป็น กรรมการหมู่บ้านหญิง 5 ราย กรรมการหมู่บ้านชาย 5 ราย ชาวบ้านหญิง 5 ราย และ ชาวบ้านชาย 5 ราย ผลการศึกษาพบว่า 1) การขับเคลื่อนไปสู่ความเท่าเทียมทางเพศในสังคมไทยได้รับอิทธิพลจากแนวคิดตะวันตก โดยเฉพาะในช่วง ค.ศ. 1970-1980 ที่ได้รับการยอมรับในวงวิชาการและถูกบรรจุในหลักสูตรการศึกษา 2) แนวคิดความเท่าเทียมทางเพศ ได้ถูกนำไปใช้ในทางปฏิบัติในหมู่บ้านนานาง โดยในปี 2562 หมู่บ้านมีผู้ใหญ่บ้านหญิงคนแรกซึ่งประสบความสำเร็จในการพัฒนาชุมชนผ่านการสร้างวิสาหกิจที่ใช้ภูมิปัญญาท้องถิ่น ทำให้เศรษฐกิจดีขึ้นและชุมชนเข้มแข็งขึ้น การที่เธอได้รับการยอมรับจากชุมชน มาจากเงื่อนไขทั้งภายนอกและภายในชุมชน เงื่อนไขภายนอกคือ การขับเคลื่อนในระดับสากลและในสังคมไทยทำให้ผู้หญิงมีบทบาทในสังคมและการเมืองมากขึ้น เงื่อนไขภายในมาจากความต้องการพัฒนาด้านเศรษฐกิจของชุมชน ที่สำคัญมาจากความสามารถด้านการพัฒนาเศรษฐกิจของผู้ใหญ่เอง นอกจากนี้ความเป็นเครือญาติในชุมชนทำให้ผู้ใหญ่บ้านหญิงได้รับการสนับสนุนอย่างดี
