การประเมินความก้าวหน้าในการดำเนินการขององค์การบริหารส่วนจังหวัดในการรับโอนโรงพยาบาลส่งเสริมสุขภาพตำบล ประจำปีงบประมาณ 2566

บทคัดย่อ
การวิจัยนี้มีวัตถุประสงค์เพื่อทราบผลการดำเนินการของ อบจ. ในการบริหารกิจการรับโอน รพ.สต. ให้เป็นไปตามหลักเกณฑ์การถ่ายโอน ผู้วิจัยได้ประยุกต์ใช้ตัวแบบในการวิจัยประเมินผลของ Broc, Oikonomou and Dragovic (2019) มาเป็นตัวแบบในการประเมินครั้งนี้ สำหรับวิธีวิทยาการวิจัยได้ใช้วิธีวิจัยเชิงผสมผสานโดยเริ่มจากการวิจัยเชิงคุณภาพและตามด้วยเชิงปริมาณ จำนวนตัวอย่างเชิงคุณภาพประกอบด้วย 8 จังหวัด จาก 4 ภาค และจำนวนตัวอย่างเชิงคุณภาพ ประกอบด้วย อบจ. 35 แห่ง และ สสจ. 35 แห่ง จากจำนวนประชากรศึกษาทั้งหมด 49 จังหวัด ผลการวิจัยพบว่า การดำเนินการของ อบจ. ส่วนใหญ่มีความก้าวหน้าอย่างน่าพอใจ อย่างไรก็ตามยังมีข้อติดขัดในเรื่องการถ่ายโอนคนและเงินอยู่บ้าง เนื่องจากหน่วยงานที่ทำการถ่ายโอน(กระทรวงสาธารณสุข)ได้ถ่ายโอนมาไม่ครบตามหลักเกณฑ์ ซึ่งผู้วิจัยได้เสนอให้มีการปรับปรุงแก้ไขอุปสรรคดังกล่าวในการถ่ายโอนครั้งต่อไป
