บทคัดย่อ
บทความวิจัยนี้มีวัตถุประสงค์อยู่ที่การวิเคราะห์ประสบการณ์การพัฒนาการเศรษฐกิจของไทยที่ผ่านมาโดยอาศัยประสบการณ์ญี่ปุ่นเป็นตัวเปรียบเทียบ ในมุมมองเชิงประวัติศาสตร์เศรษฐกิจทั้ง 2 ประเทศมีจุดเริ่มต้นที่คล้ายคลึงกันจากประเทศปิดและด้อยพัฒนาแต่ได้ผลลัพธ์ที่แตกต่างกันจากการเปิดประเทศและแบบแผนการพัฒนา ในเชิงเศรษฐศาสตร์การพัฒนา ผู้ประกอบการ (entrepreneur) จึงเป็นมากกว่าปัจจัยการผลิตที่ 4 นอกเหนือไปจาก แรงงาน ที่ดิน และ ทุน การศึกษาความสัมพันธ์ระหว่าง entrepreneurship และ economic growth ทั้งในเชิงประวัติศาสตร์และในเชิงทฤษฎีการเจริญเติบโตแสดงให้เห็นถึง สาเหตุและความเชื่อมโยง (causal link) ระหว่างความเป็นผู้ประกอบการกับการเจริญเติบโตเป็นปัจจัยแห่งการพัฒนาที่ญี่ปุ่นมีแต่ไทยไม่มี นัยแห่งนโยบายการพัฒนาที่สำคัญก็คือ ในระยะยาวการเพิ่มปัจจัยการผลิตมิได้ทำให้เกิดการพัฒนา หากแต่ต้องมีการเปลี่ยนแปลงในเชิงโครงสร้าง เปรียบได้กับการผลัดเปลี่ยนกระดองปูที่เป็นเหตุของการเติบโตหาใช่อาหารไม่
