บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาเงื่อนไข/ปัจจัยและแนวทางการจัดการขยะมูลฝอย แบบมีส่วนร่วมและถอดบทเรียนการจัดการขยะแบบมีส่วนร่วมของชุมชนชาติพันธุ์ขมุบ้านวังผา ตำบลท่าข้าม อำเภอเวียงแก่น จังหวัดเชียงราย ใช้วิธีการศึกษาเชิงคุณภาพจากกลุ่มตัวแทนครัวเรือนและคณะกรรมการหมู่บ้าน เครื่องมือการวิจัยใช้ SWOT/TOWS Analysis และ CIPP Model แบบสัมภาษณ์แบบโครงสร้างคำถามนำ แนวการสนทนากลุ่ม และวิเคราะห์ข้อมูลเชิงเนื้อหาและสังเคราะห์เขียนรายงานวิจัยเชิงพรรณนา ผลการวิจัยพบว่า ชุมชนชาติพันธุ์ขมุบ้านวังผามีปัจจัย/เงื่อนไขของปัญหาขยะจากลักษณะภูมิศาสตร์เป็น พื้นที่สูงประสบปัญหาขยะภายในชุมชนที่ขาดการจัดการที่เหมาะสม คนในชุมชนขาดความรู้การจัดการขยะ สำหรับปัจจัย/เงื่อนไขที่นำไปสู่ความสำเร็จในการจัดการขยะมูลฝอยของชุมชนเกิดจากปัจจัยที่สนับสนุนได้แก่ ผู้นำชุมชน คณะกรรมการหมู่บ้าน อสม. กลุ่มแม่บ้านเข้มแข็ง ชาวบ้านให้ความร่วมมือ มีหน่วยงานองค์กรปกครองส่วนท้องถิ่นเข้ามาสนับสนุนงบประมาณและดำเนินแผนงานเรื่องการจัดการขยะอย่างเป็นรูปธรรม ทำให้มีการจัดการขยะมูลฝอยโดยใช้หลักการ 3R คือ Reduce ลดการใช้ Reuse ใช้ซ้ำ Recycle นำกลับมาใช้ใหม่ และ 5ก คือ กลุ่ม กองทุน กติกา กิจกรรม และกรรมการ เกิดรูปแบบการจัดการขยะมูลฝอยชุมชนที่มีประสิทธิภาพ
