บทบาทองค์การบริหารส่วนตำบลในการส่งเสริมด้านการผลิตข้าวสังข์หยดปลอดสารพิษ บ้านไสกุน ตำบลป่าพะยอม อำเภอป่าพะยอม จังหวัดพัทลุง The Roles of Subdistrict Administrative Organization to Encourage Green Sangyod Rice Production in Saikun Village, Pa Phayom Subsis

Abstract

This research was conducted to study history of production patterns and conditions in community farming, to create a learning process and transfer a green rice farming technique which is suitable for Sangyod Rice and a community to Saikun Village people, and to find out roles of Subdistrict Administrative Organization in promoting green Sangyod Rice production in Saikun Village.  Participatory Action Research (PAR) was applied in the study qualitatively and quantitatively. The population of the study was interested stakeholders:  agriculturalists, administrators and officials of Sub-District Administrative Organization and government, community leaders and Saikun Village people.

Based on Pa Phayom Subdistrict Administrative Organization, Saikun Village is located in Moo 7 ruled by Pa Phayom Subdistrict Administrative Organization. The majority of people are originally rice farmers.  The farmers’ way of life in Saikun Village has been changed; production patterns and conditions in farming focus more on new technology.  Popular rice seeds grown are Lebnok, Sangyod, Chiang Phatthalung (I-Chiang), and Chai Nat, while Dawk Pa-yawm, a local rice seed, has been extinct.

 The demonstration plots of green Sanyod Rice in Saikun Village was launched as a result of collaboration between the Lower South Research Network under Office of the Higher Education Commission, Pa Phayom Subdistrict Administrative Organization, Pa Phayom farmers, and Thaksin University.  The project was divided into three phases:  1) teamwork building, 2) participatory action and, 3) knowledge extension.

The role of Subdistrict Administrative Organization in promoting green Sangyod Rice production, according to Saikun Village people’s perception, was high, particularly in the roles of enhancement and farming culture recovery.  These roles were required to conduct continuously.
