การวิเคราะห์นโยบายภาครัฐเพื่อการนำไปปฏิบัติ : ผลกระทบจากอดีตถึงปัจจุบัน Public Sector Policy Analysis: The Impact from Past to the Present

Abstract

              บทความนี้มุ่งที่จะนำเสนอการวิเคราะห์นโยบายภาครัฐเพื่อการนำไปปฏิบัติ โดยนโยบายสาธารณะจัดได้ว่าเป็นเครื่องมือสำคัญของภาครัฐที่นำมาใช้ในการบริหารงาน บทบาทสำคัญของภาครัฐจะต้องมีการกำหนดนโยบายสาธารณะเพื่อตอบสนองความต้องการของประชาชน การทำความเข้าใจในการวิเคราะห์นโยบายภาครัฐจะต้องให้ความสำคัญกับการกำหนดวัตถุประสงค์ การพิจารณาทางเลือก ผลกระทบ รวมถึงตัวแบบการตัดสินใจ ในตอนท้ายของบทความ มีการนำเสนอบทการวิเคราะห์นโยบายภาครัฐที่ดำเนินการมาในอดีตส่งผลกระทบมายังปัจจุบัน ประกอบไปด้วย นโยบายโครงการรับจำนำข้าว นโยบายค่าแรงขั้นต่ำ 300 บาท นโยบายโครงการลดภาษีรถคันแรก และนโยบายการปรับโครงสร้างภาษีสรรพสามิตรถยนต์ แนวทางการวิเคราะห์ดังกล่าวจะก่อให้เกิดประโยชน์ในการกำหนดนโยบายสาธารณะของภาครัฐให้เกิดความชัดเจนและประสบความสำเร็จเพิ่มมากขึ้นในอนาคต

                  This article represents the analysis of public sector policies for implementation. The public policy can be considered as an important tool of the government for administering use. The significant role of government is public policy formulation for responsive needs of the people. The understanding of government policy analysis must focus on the determination of objectives, alternative consideration, impacts, and decisions making models. At the end of the article, a presentation of the analysis of public sector policy conducted in the past that has affected the present was illustrated. This consists of, the rice mortgage scheme project policy, 300 Baht minimum wage policy, the first car tax scheme project policy, and the automobile excise tax adjustment policy. An analytical guideline, which brings benefits to the government and public policy formulation will help to increase clarification and success in the future.
