Abstract

ABSTRACT


            The purposes of this research were to 1) to study the state and problems of the strategic planning process of schools in Mueang Na Sub-district Educational Development Center, Chiang Dao District, Chiang Mai Province 2) To study the processes of establishing strategic plans of the school that achieved best practice. 3) To provide and verify policy recommendations and guidelines of the strategic planning process towards Excellence Schools under Mueang Na Sub-district Educational Development Center, Chiang Dao District, Chiang Mai Province. Research process consists of series of 3 steps according to objectives the target group used in the research, step 1 is the school administrators, teachers and personnel involved with the formulation of the strategic plans of the associated schools of Educational Quality Development Center of Mueang Na sub-district, Chiang Dao District, Chiang Mai province, all 8 schools, totaling 24 persons. Step 2 is the school administrators, Teachers and personnel involved with the formulation of the strategic plans of the academy that achieved best practice totaling 9 persons. Step 3 is focused on 5 experts in the strategic planning process. The tools applied for data collection are structured interview form that questioning conditions and problems on the strategic plans process of Mueang Na Educational Development Center, Chiang Dao District, Chiang Mai Province. Another one is structured interview form that questioning processes for creating strategic plans for the academy that achieved excellent performance and the last one is evaluation form that aimed to evaluate the draft of policy recommendations and guidelines for the strategic planning process towards Excellence Schools under Mueang Na Educational Development Center, Chiang Dao District, Chiang Mai Province. Data analysis technique is focused and studied on frequency values. Mean and standard deviation and metaphorical analysis.


The results of the research showed that,


            1) Conditions and problems found in the strategic planning process of the associated schools in Educational Quality Development Center of Mueang Na Sub-district, Chiang Dao District, Chiang Mai Province is personnel lack of experience and do not understand their role, lack of experience in creating strategic plans, lack of operating budgets and plans. Projects and activities are not consistent with the strategic plans and lack experience in checking and evaluating the effectiveness of the strategic plans.


            2) The results of the study of the strategic planning process of associated schools that achieved best practices found that schools with excellent practices has recommend training for knowledgeable personnel. Responsible person and those involved in strategic planning regarding the process of creating a strategic plan at every step, including improving the process of providing plans in accordance with the principles, examining and evaluating the strategic plans clearly.


            3) Policy recommendations for school principals and criterion for responsible contributor and every personnel involved in developing formulation of strategic plans found that the school principals should have according plans to use the right people for the job. Next is focused on develop personnel, especially knowledge. Personnel in associated school should understand their roles and duties in strategic planning clearly, allocate sufficient budgets including necessary learning materials and equipment for maximum benefit. Next is steps in control, assess, and follow up the P-D-C-A quality management process as for the guideline, the school principals should establish objective that consistent to the school context by analyze with the SWOT Analysis and TOWS Matrix. The school principals should consider the options and choose the best alternative, this leads to the preparation of plans projects or activities that are consistent with the strategic plan. There is a summary and report by continuous examination and evaluation of the strategic plan.


            4) The results of the examination of the policy recommendations and guidelines for the strategic planning process for excellence of the associated schools of Mueang Na Educational Development Center, Chiang Dao District, Chiang Mai Province found that the result was the most appropriate and possible at the highest.
