Guidelines for Development of Community Welfare Savings Fund of Pho Thong Sub-District, Tha Sala District, Nakhon Si Thammarat Province

Abstract
This research is a qualitative research. The objectives are 1) to study the problems and obstacles of the operation and management of the Pho Thong Sub-district Community Welfare Fund, Tha Sala District, Nakhon Si Thammarat Province; Nakhon Si Thammarat Province, 2) study the management of that community welfare fund, and 3) to find ways to develop community welfare savings funds. There were 50 key informants using in-depth interviews.
The results of the study were as follows: 1. Committees and members work together in budgeting. As for the budget, those involved were responsible for overseeing and controlling the allocation of budget for each project under the policy plan set by the Welfare Division. It also affects savings or dividends that cause operational instability due to the outbreak of an epidemic. The support tools still use documents for operational or budgetary work which has involved parties to integrate technology and systems to support due to slow operations and the need for technology to make data collection transparent and verifiable. 2. Management of the community welfare fund in terms of planning, organization, command, control, and personnel management. There is a management process in order of steps. But there should be some development in budget literacy. 3. Guidelines for the development of community welfare savings funds, welfare funds can plan a financial accounting system for integrating technology into creating innovations for learning within the fund. In addition, the management process should create confidence in planning with close follow-up assessments to ensure community confidence and transparency in proper operation.
