Technique Development for Measuring and Assessing Primary Students’ Competency in Special Area Schools, Lampang Province

Abstract

     This research aimed to: 1) develop techniques for measuring and assessing the primary students’ competency in special area schools, Lampang Province, and 2) evaluate the use of techniques for measuring and assessing the primary students’ competency in special area schools, Lampang Province. The sample in the synthesis and development of techniques was 20 experts. For quality inspection of techniques, tryouts, and evaluation of their use, there were 236 specialists in primary education teaching and assessment and 24 teachers under the Lampang Primary Educational Service Area Office 1 and 3. The instrument used in the research was a form to record a group discussion with experts, a quality assessment of techniques for competency measurement and assessment, and a competency assessment form for measuring and evaluating teachers' competency bases. Statistics used in research included mean, standard deviation, and effectiveness index.


          The research revealed that: 1) The developed competency measurement and assessment techniques comprised three components: (1) determining competencies aimed at evaluating, (2) tools and procedures, and (3) criteria and assessment interpretation. The quality in terms of accuracy, appropriateness, usefulness, and feasibility were at a high level in all aspects. 2) After using the technique, it was indicated that teachers' competency in competency-based measurement and assessment was higher than before implementation at a high level. The effectiveness index for the technique was 0.46, indicating that implementing the developed techniques enhanced teachers' competency in competency-based measurement and assessment by approximately 46%.
