การพัฒนาเทคนิคการวัดและประเมินสมรรถนะของผู้เรียน ระดับประถมศึกษา โรงเรียนในพื้นที่พิเศษ จังหวัดลำปาง

บทคัดย่อ
การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อ 1) พัฒนาเทคนิคการวัดและประเมินสมรรถนะของผู้เรียนระดับประถมศึกษา โรงเรียนในพื้นที่พิเศษ จังหวัดลำปาง และ 2) ประเมินผลการใช้เทคนิคการวัดและประเมินสมรรถนะของผู้เรียนระดับประถมศึกษา โรงเรียนในพื้นที่พิเศษ จังหวัดลำปาง กลุ่มตัวอย่างในการสังเคราะห์และพัฒนาเทคนิคการวัดและประเมินสมรรถนะ คือ ผู้ทรงคุณวุฒิ จำนวน 20 คน ในการตรวจสอบคุณภาพ ทดลองใช้ และประเมินผลการใช้เทคนิคการวัดและประเมินสมรรถนะ คือ ผู้ชำนาญการด้านการสอนและวัดประเมินผลระดับประถมศึกษา จำนวน 236 คน และครูประถมศึกษาในโรงเรียนในพื้นที่พิเศษ สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาลำปาง เขต 1 และ 3 จำนวน 24 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบบันทึกการสนทนากลุ่มผู้ทรงคุณวุฒิ แบบประเมินคุณภาพเทคนิคการวัดและประเมินสมรรถนะ และแบบประเมินสมรรถนะด้านการวัดและประเมินฐานสมรรถนะของครู การวิเคราะห์ข้อมูลใช้ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีประสิทธิผล
ผลการวิจัยพบว่า 1) เทคนิคการวัดและประเมินสมรรถนะที่พัฒนาขึ้น มีองค์ประกอบหลัก 3 ส่วน คือ (1) การกำหนดสมรรถนะที่มุ่งประเมิน (2) เครื่องมือและวิธีดำเนินการ และ (3) เกณฑ์และการแปลผลการประเมิน
มีคุณภาพด้านความถูกต้องเหมาะสม ความเป็นประโยชน์ และความเป็นไปได้ในการนำไปใช้ อยู่ในระดับมากทุกด้าน 2) ผลการใช้เทคนิคการวัดและประเมินสมรรถนะของผู้เรียนที่พัฒนาขึ้น พบว่า ครูมีสมรรถนะด้านการวัดและประเมินฐานสมรรถนะสูงกว่าก่อนการใช้เทคนิคฯ อยู่ในระดับมาก และมีดัชนีประสิทธิผลของการใช้เทคนิคการวัดและประเมินสมรรถนะของผู้เรียนที่พัฒนาขึ้น เท่ากับ 0.46 หมายความว่า การใช้เทคนิคการวัดและประเมินสมรรถนะของผู้เรียนที่พัฒนาขึ้น ทำให้ครูมีสมรรถนะด้านการวัดและประเมินฐานสมรรถนะเพิ่มขึ้นประมาณร้อยละ 46
