Digital Ethics for Pre-Service Teachers: Approaches to Fostering Responsibility and Moral Values in the 21st Century

Abstract
This article aims to synthesize concepts and approaches for promoting digital ethics among pre-service teachers in the 21st century, drawing on document analysis and research from Thailand, ASEAN, and international contexts. The findings indicate that digital ethics is a core competency for modern teachers, linking professional ethics with responsible and conscious use of technology and social awareness. Key components of digital ethics include academic honesty, responsibility, respect for privacy, ethical communication, creative media production, critical reflection, and digital citizenship. The article also proposes practical strategies for embedding digital ethics within teacher education institutions, including curricular integration, development of assessment tools, extracurricular moral development activities, policy-level collaboration, and faculty role modeling. These findings highlight the development ethics as a critical mechanism to elevate the quality of Thai teachers and ensure sustainable adaptation to technological change.
