บทคัดย่อ
การวิจัยนี้ เป็นการวิจัยแบบผสานวิธี (Mixed Method) วัตถุประสงค์ 1) ศึกษาสภาพปัจจุบัน ปัญหา
และความต้องการระบบติดตามและประเมินการนำผลการประเมินไปใช้ 2) ศึกษาองค์ประกอบระบบติดตามและประเมินฯ และ 3) ตรวจสอบความเหมาะสมและความเป็นไปได้ของระบบติดตามและประเมินฯ เครื่องมือวิจัย ได้แก่ แบบสอบถาม แบบสัมภาษณ์ แบบสนทนากลุ่ม และแบบสัมมนาอิงผู้เชี่ยวชาญ สถิติที่ใช้ ได้แก่ ร้อยละ ค่าเฉลี่ย และค่าส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัย พบว่า
- สภาพปัจจุบัน ปัญหา และความต้องการระบบติดตามและประเมินการนำผลการประเมินการคุณภาพไปใช้ในการพัฒนาคุณภาพของสถานศึกษาขั้นพื้นฐานฯ โดยรวมอยู่ในระดับมาก ระดับปานกลาง และระดับมาก ตามลำดับ
- องค์ประกอบระบบติดตามและประเมินผลการประเมินการคุณภาพไปใช้ฯ มี 6 องค์ประกอบหลัก
18 องค์ประกอบย่อย ได้แก่ 1) องค์ประกอบบริบทและสภาพแวดล้อม มี 5 องค์ประกอบย่อย ได้แก่ (1) นโยบายและหลักเกณฑ์ภายนอก (2) เศรษฐกิจ สังคมและวัฒนธรรม (3) เทคโนโลยีสารสนเทศ (4) ความต้องการและความจำเป็นพัฒนา และ 5) หลักการและวัตถุประสงค์ 2) องค์ประกอบปัจจัยนำเข้า มี 3 องค์ประกอบย่อย ได้แก่ (1) นโยบายและประกาศหน่วยงาน (2) บุคลากรติดตามและประเมิน และ (3) เครื่องมือการติดตามและประเมิน 3) องค์ประกอบปัจจัยกระบวนการ มี 3 องค์ประกอบย่อย ได้แก่ (1) การกำหนดเป้าหมาย/ตัวชี้วัด (2) การวางแผนติดตาม
และประเมิน และ (3) การติดตามและประเมิน 4) องค์ประกอบปัจจัยส่งออก มี 5 องค์ประกอบย่อย ได้แก่ (1) การสรุปผลการติดตามและประเมิน (2) การรายงานผลการติดตามและประเมิน (3) คุณภาพผู้เรียน (4) คุณภาพการจัดการเรียนการสอน และ (5) คุณภาพการบริหารจัดการสถานศึกษา และ 6) องค์ประกอบปัจจัยป้อนกลับ มี
2 องค์ประกอบย่อย ได้แก่ (1) การสะท้อนผลการติดตามและประเมิน และ (2) การปรับปรุงและพัฒนาการติดตามและประเมิน - องค์ประกอบระบบติดตามและประเมินการนำผลการประเมินคุณภาพไปใช้ฯ มีความเหมาะสมและเป็นไปได้เมื่อนำไปใช้จริง
