Durable Solutions, Human Rights and the Politics of Mobility: Insights from a Study of Internally Displaced People in Post-Typhoon Haiyan Tacloban City, Philippines

บทคัดย่อ
บทความนี้พิจารณาความท้าทายและความซับซ้อนในการค้นหาทางออกที่ยั่งยืน สำหรับประชาชนในเมืองทาคโลบาน ประเทศฟิลิปปินส์ ที่ต้องอพยพหลังจากเผชิญกับพายุไต้ฝุ่นไห่เยี่ยนในปี พ.ศ. 2556 การสำรวจด้วยกรอบหลักการสิทธิมนุษยชน เพื่อติดตามสถานะการจัดหาที่อยู่ใหม่ของผู้พลัดถิ่น หลังเหตุการณ์ 7 ปี พบว่าผู้พลัดถิ่นยังประสบปัญหาความไม่เท่าเทียมในการเข้าถึงที่อยู่อาศัย การดำรงชีพ และบริการสาธารณะที่จำเป็นต่าง ๆ จากการประยุกต์ใช้กรอบการวิเคราะห์ “การเมืองของการเคลื่อนไหว” บทความนี้ พบว่าปัญหาการอพยพและการจัดหาที่อยู่ใหม่ของผู้พลัดถิ่น ไม่ได้เป็นความท้าทายเพียงด้านมนุษยธรรมและการฟื้นฟูภายหลังภัยพิบัติเท่านั้น การสร้างความยั่งยืนในการแก้ไขปัญหาหลังเกิดภัยพิบัติ จำเป็นต้องเข้าใจในมิติของการพัฒนา และการเคลื่อนไหวของชุมชน บทความนี้เน้นให้เห็นว่าการตัดสินใจในการจัดการที่ดิน ที่อยู่อาศัย และการพัฒนาที่มีอิทธิพลจากผลประโยชน์ทางการเมืองและเศรษฐกิจมีผลต่อการแก้ไขปัญหาที่ยั่งยืนได้อย่างไร แนวคิดนี้จะทำให้การวิเคราะห์รากเหง้าของการพลัดถิ่นที่ยืดเยื้อและปัญหาของการแก้ไขปัญหาที่เหมาะสม ทันท่วงทีและยืดหยุ่น มีความรอบด้านมากยิ่งขึ้น
