การใช้ที่ดินเมื่อสภาพแวดล้อมเปลี่ยนของอำเภอบางระกำ จังหวัดพิษณุโลก

บทคัดย่อ

อำเภอบางระกำมีปัญหาน้ำท่วมซ้ำซากทุกปี เนื่องในฤดูฝนน้ำจากแม่น้ำยมจะเอ่อล้นท่วมเพราะไม่มีเขื่อนและอ่างเก็บน้ำขนาดใหญ่เก็บกักน้ำ ประกอบกับพื้นที่มีลักษณะราบลุ่มจึงทำให้เกิดปัญหาน้ำท่วมตั้งแต่อดีตจนถึงปัจจุบัน วัตถุประสงค์ของการศึกษาเพื่อให้ทราบถึงฐานะความเป็นอยู่และการประกอบอาชีพของครัวเรือนชาวบ้านอำเภอบางระกำในปัจจุบัน และอธิบายผลของการปรับเปลี่ยนการใช้ที่ดินในการประกอบอาชีพเมื่อสภาพแวดล้อมเปลี่ยน โดยเลือกศึกษา หมู่ 3 บ้านบางแก้ว ตำบลท่านางงาม เป็นพื้นที่จำนวนครัวเรือนตัวอย่าง 69 ครัวเรือน แบ่งเป็น 3 กลุ่ม คือ กลุ่มครัวเรือนชาวบ้านที่อาศัยอยู่บริเวณริมคลองบางแก้ว กลุ่มครัวเรือนชาวบ้านที่อาศัยอยู่ในหมู่บ้านนอกริมคลองบางแก้ว และกลุ่มครัวเรือนชาวบ้านที่อพยพเข้ามาอยู่ใหม่ โดยเก็บรวบรวมข้อมูลด้านเศรษฐกิจ สังคมและการเปลี่ยนแปลงการใช้ประโยชน์ที่ดินทำกินด้วยวิธีการสัมภาษณ์และการสังเกตชาวบ้าน และแปลผลข้อมูลแผนที่การใช้ประโยชน์ที่ดินปี พ.ศ. 2553 และ ปี พ.ศ. 2545

ผลการศึกษา พบว่า ชาวบ้านส่วนใหญ่ประกอบอาชีพเกษตรกรรมเป็นหลัก และพื้นที่ประสบกับปัญหาน้ำท่วมเป็นประจำทุกปีตั้งแต่อดีตโดยในระยะหลังน้ำท่วมได้เพิ่มความรุนแรง ท่วมพื้นที่เป็นระยะเวลานานขึ้น โดยในอดีตน้ำจะท่วมประมาณ 2 เดือนในช่วงเดือนกันยายนถึงตุลาคม ในรอบปีชาวบ้านจะใช้ที่ดินปลูกข้าวแล้วตามด้วยข้าวโพดเลี้ยงสัตว์และถั่วเหลือง ตามลำดับ มีการจับปลาในคลองบางแก้วซึ่งมีอยู่เป็นจำนวนมากมาแปรรูปเพื่อเก็บไว้รับประทานในครัวเรือน ปัจจุบันน้ำท่วมรุ่นแรงยิ่งขึ้นท่วมพื้นที่เป็นเวลานานประมาณ 4 เดือนในช่วงเดือนกันยายนถึงธันวาคม ชาวบ้านได้ปรับเปลี่ยนการใช้ที่ดินโดยทำนา 2 ครั้ง และจับปลาเพื่อนำมาแปรรูปเป็นผลิตภัณฑ์ต่างๆ เพื่อนำไปขายในตัวเมือง เช่น น้ำปลา ปลาย่าง ปลาเค็มและปลาร้า เป็นต้น ชาวบ้านมีรายได้สุทธิครัวเรือนเฉลี่ย 329,400 บาทต่อครัวเรือน เงินสดออมเฉลี่ย 198,100 บาทต่อครัวเรือน รายได้ดังกล่าวแสดงให้เห็นว่าแม้พื้นที่บ้านบางแก้วน้ำจะท่วมเป็นประจำทุกปี แต่ชาวบ้านยังมีฐานะทางเศรษฐกิจที่สามารถดำรงชีวิตอยู่ได้ไม่อพยพออกไปนอกพื้นที่แม้สภาวะแวดล้อมจะเปลี่ยนแปลงไป

Land Use When Basic Infrastructure Change in Bang Rakam District, Phitsanulok Province.

Bang Rakam District always encounters flood every year because the water in the river is overflowing in the rainy season and there is no dam or large reservoir plus the fact that it is a plain area, causing flooding problems from the past to the present. The objective of this study is to understand the life style and occupation of households in Bang Rakam District at the present moment and to explain the effects of changing utilization of land when the environment is changing by selecting a village in Moo 3, Bann Bangkaew, Tha Nang Ngarm Sub-district, as the target area of studyingThe study has selected 69 households as the number of 

samples, divided into 3 groups i.e. group of households who live along the Bang Kaew canal and group of households who live in the village outside Bann Bang Kaew and group of Households who newly migrate to the village, by collecting economics, social data and the changes in the utilization of land through interviews and observations and interpreted of data, map of land utilization in 2010 and 2002.
Based on the result of the study, it was found that most villagers are mainly engaged in agriculture field and the area has become more and more adversely affected by floods every year and lasts longer. In the past, the flood would last about 2 months from September to October. During the year, villagers will utilize the land to grow rice, followed by maize and soy bean respectively. Fishing is also available abundantly in Bann Bang Kaew canal and was kept for household consumption. Currently, the flood becomes more and more severe and flood the area for approximately 4 months from September to December. The villagers have to adapt the land to do farming twice a year and engage in fishing for processing them to various finished products for sales in urban area such as, fish source, grilled fish, salted fish and fermented fish paste etc., Villagers therefore had an average household net income of Baht 329,400 per household. Average cash saving was Baht 198,100 per household. Such figures indicate that although the area of Bann Bang Kaew will be flooded every year, villagers still have their economic status that can earn their living sufficiently without migrating to other area outside the district even though the environment will change.
