King Bhumibol Adulyadej and the Tradition of Administration of Democracy with the King as Head of State (2)

Abstract

All the countries have their own tradition of administration irrespective of the type of regime of administration. For Thailand, prior to B.E. 2475 (1932), we have the regime of administration of absolute monarchy until subsequent to the revolutionized of that regime in B.E. 2475 (1932), our country changed into the regime of democracy with the king as the head of state or sometimes this regime is called constitutional monarchy of which throughout the time of the Thai nation, we have ever had kings as our head of state, perhaps it can be said that we have had kings throughout our history. The king which had been on the throne as the head of state under the constitution or the head of state of the regime of democracy with the king as head of state for the longest time and hitherto is the longest reigning monarch of the said regime for the longest time in the world is King Bhumibol Adulyadej, King Rama the Ninth of Thailand. Throughout the reigning time of his majesty which was more than 70 years, his majesty has shown to be the king who understood and was able to practice perfectly within the tradition of administration of democracy with the king as head of state of which this article will be addressing in particular which is that his majesty maintained himself under the constitution without having violate any provisions of the constitution ever including the conservation of the constitutional convention strictly and was able to clearly delineate the way in which the article of the constitution relating to the tradition of administration of democracy with the king as head of state of which under the Constitution of B.E. 2540 (1997) and the Constitution of B.E. 2550 (2007) was famously known as Article 7 which stated “If the is no provision of this constitution to be applied to any such case, the said case shall be decided in accordance with the tradition of administration of democracy with the king as head of state” that hid inside it the meaning that people had wrongly interpreted and used it ineligibly in many occasions. However, with the extreme clemency of his majesty King Rama the Ninth, his majesty explained the said doctrine unambiguously of which this article respectfully engages into its content. Moreover, this article also respectfully engages his majesty royal address on the doctrine of the King can do no wrong that his majesty taught vividly, constitutionally, and practically on the same verge as those world renowned philosophers had presented in order for his subjects to know what that doctrine is about, how his majesty sustained himself under such doctrine, and how that doctrine links to the tradition of administration of democracy with the king as head of state. All these doctrines were perfectly practiced throughout the reigning time of his majesty King Bhumibol Adulyadej (Ref. Abstract in special article in JSSH 43(1) page 1-21)
