Abstract
This study, titled “Factors Relating to the Effectiveness of Policy Implementation Under Conditions of Change: The Case of the Faculty A, Kasetsart University” aimed to investigate the variety of opinions and the relationship between systemic factors, organizational level factors, and individual level factors, and the effectiveness of policy implementation.
Quantitative research methods were used to collect data, notably questionnaires collected from a population of 159 academic staff and supporting staff from Faculty A, Kasetsart University. 105 questionnaires were collected, equaling a response rate of 66.04 percent.
The study found that the systematic factors of the PDCA planning process were significantly and positively correlated with a high level of policy implementation effectiveness (r = 0.705, p < .01). The individual level in learning and adaptive factors were significantly and positively correlated with moderate level effectiveness of policy implementation. (r = 0.620, p < .01). In addition to those, organizational level factors in the organizational structure and the availability of resources were significantly and positively correlated with moderate level effectiveness of policy implementation (r = 0.599, p <.01).
The results were analyzed by t-testing and showed that difference types of staff held significantly different opinions on the PDCA planning process, the organizational structure and the availability of resources and personnel learning and adaptive factors (p< .05). Meanwhile, age and working experience did not have a significantly impact on such factors.
