Governing the World by Numbers The Roles of Ranking and Rating in Global Governance of Education Standards

Abstract

This article aims to explain the usage of mathematical instruments, which have been widely used since the late 20th century within the global governance process, by focusing on 'ranking and rating' in the global governance of educational standards as a case study. The introduction part of this article elaborates the importance of the topic, while the second one touches upon the types of global governance and various tools utilized within the processes following by the third part, which emphasizes the characteristics of mathematical instruments in the form of indicators which are widely used within global governance. For clarification, the employment of ranking and rating within the global governance process of educational standards is discussed in this part by portraying the development of ranking and rating within the process as well as identifying the advantages and limitations of such instruments. By analyzing the impact of 'ranking and rating', some improvement in measuring the quality of education is suggested in the final part of the article.
